The British war office has at las learned wisdom ‘from experience, though the experience has not come so close home to the old fogies at the Horse Guards as to the soldiers at the front who have been made to suffer the humiliation of defeat through being called on todo the impossible. Still they have learned, and they are sending the right kind of men to fight the Boers. They first showed that light had penetra- ted through the dense covering of Precedent and red tape into their brains by their acceptance of the mounted infantry, which composes part of the second Canadian contin- gent. They tollowed this by their “acceptance of Lord Strathcona’s Horse, to be composed of marks- men and horsemen who do not need _bath-tubs, air pillows, several suits of pajamas and other resources of civilization when they go out on a campaign. They have not yet ac- cepted the company of scouts offered by British Columbia, but there is good reason to believe that they will. Their last step in the right direction is the commission to Sir Frederick Carrington and the Brit- ish South Africa company to organ- ize a company of irregulars to oper- ate in Rhodesia, The British government should not only have had forces competent and equipped to fight the Boers in their own way, but should have had large forces of irregular cavalry, carrying no baggage but what they could tie on their saddles. These should have been used not only for g and ig, as has been frequently pointed out, but for raiding into the enemy's coun- try, driving off his iorses and cat- tle, capturing his-supply trains, cut- ting his communications, tearing up his railroads and generally spread- ing terror through his country by sudden appearance at unexpected points. This would not only have a demoralizing effect on the enemy, but would be a direct aid to the main British army by divérting part of the enenjy’s force to pursue these raiding parties. Another point is to be considered. The enemy's country is open to at- tack on all sides except the small part borderiug on Portuguese ter- ritory—on the north from Rhodesia, on the east from Zululand and Tongaland, on the west from Bech- uanaland and Cape Colony. The Transvaal and Orange Free State may be compared toa house, of which the doors are strong and se- curely barred and well guarded, but the windows are left wide open and unprotected. The Boers fortified and guarded their great gate through the Drakensberg range and the lesser gates at the Orange river crossings, but there are other ways of getting in which were left un- guarded. Simply because the Boers poured out through the main gate into Natal, the British busied themselves to drive the invaders back. When the latter fortified themselves, they promptly butted their heads against the defenses and were su¥prised at being sed. can bewilder theenemy and keep = large part of their force chasing him, while the heavy regulars are doing the heavy, work elsewhere.
