Last year, the retired Oshawa Group executive paid $1.33 for every U.S. dollar he bought. This year — thanks to a buoyant Canadian dollar — he'll fork over about $1.29 for every $1 US. While that may not sound like much of a difference, it adds up when you're spending thousands of dollars from a fixed income, says the 66-year-old from Mississauga, Ot., just west of Toronto. “In our case, if we're debating whether to stay for four or six weeks, it would encourage you to go for six,”_says Barber, who lives on a combination of savings and pension. Most economists predict Barber will make out even better next year. Some suggest the Canadian dollar, which is hovering around at 77 cents US, will hit 80 cents later this year. The currency has gained more than five cents since Jan. 2, 1987, when it sat at a lowly 72.56 cents US. It ended 1987 at 76.93 cents US. HURTS EXPORTERS *~ a The strong dollar is good for sunbirds and consumers who ean expect lower import prices, but it hurts Canadian exporters, who ship 80 per cent of their goods to the United States. Those businesses are getting paid in a U.S. currency that is worth less this month that it was last And it may well be worth even less next month. “We were forecasting the Canadian dollar would hit 80 cents within the next year or so,” says economist Paul Kovacs, of Burns Fry Ltd. investment house. “Now it looks like it will be sooner rather than Jater.” But there are more cautious predictions. “I don't think the current levels can be sustained,” says June Riley, an economist and currency specialist with the Royal Bank of Canada. ‘There is a bit of a speculative influence which makes it vulnerable to any surprises Still, like most analysts, Riley feels that such factor: the Bank of Canada's tight-credit policy and the country's relatively strong economic growth will contribute to the dollar's underlying strength in 1988. For consumers, the higher dollar will mean savings on goods from the U.S. or those paid for in American dollars — which account for some 90 per cent of imports. And that, in turn, helps keep the cost-of-living under control. Consumers of fresh fruit and vegetables will see the most immediate benefits, says Peter Dawes, chief executive officer of the Canadian Importers’ Association. It takes about five days for the price breaks to work their way down to the retail level, adds food broker Nick Luciano, of F.G. Lister Ltd. “The consumer will see some changes (as a result of the latest week-long surge), but not after the weekend,” says Luciano, who works amid the free-enterprise mayhem of the bustling Ontario food terminal in Toronto. He says the year-long climb in the Canadian dollar has , been offset by harsh weather in California, which has sent * the prices of many fresh vegetables skyward. For other consumer goods, it may take several months for any price breaks to show up, Dawes says. That's because \most importers now buy their U.S, dollars ahead of time to protect themselves against a possible drop in the Canadian currency. Few companies have the luxury of increasing their prices in the competitive U.S. market to make up the difference. For example, Falconbridge — a major exporter of nickel, copper and zinc — estimates a one-cent rise in the value. of the Canadian dollar over a year would knock $4 million of its annual profit. BELLINGHAM GOES AFTER B.C. FIRMS ‘2 4 By STEVE MERTL Canadian Press BELLINGHAM, ‘Wash. — The Queen Mary, in the form of an enormous tie clip, rides at anchor on Donald Fleming's chest. It's a souvenir of his days as public relations director of the huge Port of Long Beach, where the real liner is permanently berthed as a tourist attraction. But the tie clip isn’t all Fleming brought with him from Long Beach, a Los Angeles suburb which he helped turn into the busiest container port on the West Coast. Fleming now is directing an aggressive marketing push for the Port of Bellingham in northwestern Washington which, among other things, is reaching across the nearby border into British Columbia for business. Three freight trains a day take the Burlington-Nor. thern Railroad's main line past the building where Fleming, the port's executive director, has his office. They carry cargo between Vancouver and Seattle, “and we're not getting any of it,” he says. The port's strategy is designed to exploit Belling ham’s position between the two much bigger centres — Seattle, about 150 kilometres to the south, and Vancouver, a 45-minute freeway drive across the border. Fleming hopes not only to skim off some cargo traffic from his two big neighbors but also to entice Canadian companies looking to the U.S. market to set up shop in Whatcom County, which butts up against the B.C. border. Fleming has no pretensions about a rivalry. And Vancouver officials say the possibility of losing some traffic doesn’t intimidate them. “We wish them well but we're experienced in competition on the (West) Coast,” says Peter Hebb, senior vice-chairman at the Vancouver Board of Trade. Even if Bellingham doubled its port traffic from 1987's estimated 450,000 tonnes it would hardly be noticed in Vancouver, which this year expects to move 64 million tonnes of freight. The port's jurisdiction includes the smaller harbor at Blaine at the Canada-U.S. border, several inland industrial sites and the Bellingham airport. The regional airport annually handles 120,000 passengers — 40 per cent from B.C. — and 5,400 tonnes of cargo. Three B.C. shake and shingle operations now have plants on property owned by the port in Sumas, Wash, a dairy farming community just across the border from Abbotsford, B.C., 80 kilometres east of Vancouver. PLANTS OPENED Dentech, a North Vancouver dental equipment manufacturer, has had a plant in Sumas for four years. Alpha Technologies Ltd. of Burnaby, B.C., which makes uninterruptable power supplies for cable television and computer systems, opened a planton port property at the Bellingham airport three years ago. The port has become a conduit for B.C. companies thinking of moving across the line because the port's jurisdiction includes all of Whateom County. . Fleming said his staff, which makes regular forays into B.C.’s Lower Mainland, has fielded inquiries from at least 50 Canadian firms. He expects a dozen might realistically locate in or near Bellingham. The Americans are sensitive to claims they're siphoning jobs from Canada. “There'’re a few out there of the opinion that we're trying to steal jobs from B.C.,” says Sumas Mayor Bob Mitchell. “But I believe the jobs would never have been created in the first place.” His Canadian constitutents back him up. Most of Dentech’s sales are in the U.S. says general manager, Al Kennedy, one of two Canadians overseeing the Sumas plant. Dentech avoids higher import duties by assembling components in the U.S. rather than importing completed systems. Research and development is still done in Canada, he says, and the U.S. plant even created more Canadian jobs. It allowed Dentech to open a machine shop in Abbotsford employing 35 people. MOVE TO U.S. A punitive U.S. tariff imposed last year forced the shake and shingle operations to move south. Scott Clark, whose family owns two of the three shake and shingle plants in Sumas, says it was a matter of survival. The 35-per-cent duty still applies but only to the unfinished value of the wood, which undergoes final processing in Sumas. Another weapon in Bellingham’s arsenal is a quartet of foreign trade zones, specially designated areas where goods coming into the country are exempt from duties. The three Canadian wood operations in Sumas are in one of the zones. The zones — they exist all over the U.S. — can be used as duty-free stopovers for goods going abroad or to put off paying duty until goods are closer to their U.S. destinations, saving importers some cash Fleming wants to attract manufacturers into| the zones.
