ELECTION '88 Brisco also said that his knowledg: of the North West Power Planning Commission (NWPPC) has given him a greater understanding of the mitigation requirements for the Kootenays. “L have met with Roosevelt Lake officials, and I have met with Con. gressman Foley in Washington, D.C. to discuss the Treaty,” Brisco said in a prepared release. “I question if Garry Jenkins has done anywhere near the research needed to make the statements he has on the Col umbia River Treaty.” Jenkins’s attempts to tie the free-trade agreement and the Col umbia River Treaty demonstrates. the lack of expertise the Liberal candidate has in this area, said Brisco. “In Annex 905.2 to the Energy Chapter, the relationship between the Bonneville Power Authority and B.C. Hydro are specifically exempt from any changes to current ar- rangements. In addition, Hydro Que- bec has just signed a long-term power sale with several U.S. states, an agreement that has Quebec set- ting power rates higher for American customers than for Quebecers. yd 53s ee ). Wolw . Jenkins denounces tax Garry Jenkins, Liberal candidate in” Kootenay West-Revelstoke, has denounced the new Conservative sales tax. “It hurts average Canadians” Jenkins said in a prepared release, “and for that reason alone I am opposed to it.” A new Liberal government would not introduce the new sales tax, he said. Jenkins said he and the Liberal Party are opposed to the new multi-stage sales tax which is part and parcel of the Mulroney government's “supposed tax-reform.” Some arguments Jenkins put forward against this sales tax included: ¢ the sales tax is regressive and will hit low-income Canadians the hardest since they spend a greater proportion of their income on consumer goods; ¢ it is inflationary, and the Bank of Canada uses the inflation rate to set its interest rates; e it increases red tape and adminstrative costs, especially for small- and medium-sized businesses. “Over the past four years, despite Conservative promises not to raise taxes, taxes have actually increased for average Canadians and been reduced for those with upper-incomes,” Jenkins said. He said since 1984, taxes for the average family (two children, $32,000 income) have increased by $1,200 a year, while taxes for those earning more than $117,000 have dropped by $3,500. “The Tory tax grab has helped the rich and hurt all other Canadians. A new Liberal government woud help correct this injustice. “The new multi-stage tax is hidden from consumers since it is tucked away in the price of goods, Jenkins said. Although the Mulroney government has backed down on its decision to tax food, no one will be spared and almost everything, including clothes and shoes, will be taxed. The new tax will also be applied to a wide range of services paid directly by the taxpayer such as dental care, insurance, travel (buses, trains, taxis, etc.) homes for the aged, even hair cuts and car repairs.” PAPERS SIGNED . . .
