Williams said Castlegar is in the pro- cess of removing restrictive covenants on the proposed site, which would then allow the mall to be built. Once the covenants are lifted, the city would require a detailed plan from Reid, a plan that would outline the incoming services to the site, such as the sewer and water lines. After studying the plan, Williams said the city could then make a final de- cision on the feasibility of the project. For some time, it was rumored the mall would be built at the elliptical site on Highway 3. But the volume of fast- moving traffic and poor accessibility led the Reid Group to opt for a different lo- cation. The site has since been switched to Columbia Avenue across from Blue Top Burger. Known as the Southcentre Mall Shopping Centre, it would occupy some 5,850 square metres (65,000 square feet), representing an investment of $10 to $12 million. Reid said he’s anxious to start build- ing, es ly now that the Celgar ex- pansion is in full swing “When we ranted U to start building, we had to wait for Celgar to get going,” he said, “Now that Celgar is going, we can start buildi Reid said the “mall is already ap~ proaching no Vacancy.
