The inability of railroad’ companies to secure funds with which to. build feeders has been the cause of many a re- ceivership. But Mr. Martin proposes some- thing worse than this. Pretending to advocate a government railroad in order to secure lower rates than those of the Canadian Pacific, he Proposes to build a line from Hope on the C. P. R. to Midway, the ter- minus of the Columbia & Western branch of that road. What do the people of Midway wish to ship to Hope, or those of Hope, to Midway? They would need an outlet to some point beyond the terminus of this gov- ernment railroad and, in order to teach it; would have to again pay tribute to the C. P. R., from which Mr. Martin pretends to wish to de- liver them. What Mr. Martin pro- poses is to build at the public ex- pense a railroad which would be a‘ feeder to the C. P. R. It would be as completely at the mercy and un- der the control of that corporation as if the latter built and owned it. But Mr. Martin does not really . THE TWO POLICIES. The platform offered to the voters by Hon, C. H. Mackintosh will commend itself to them as much by the absence of lavish promises of impossible benefits as by the .pres- ence of obviously practicable meas- ures of real progress. This is the essence of true Conservatism—to attempt only what you are sure can be performed and then do it thor- oughly. The Conservative, by fol- lowing this principle, saws wood, while such Populist demagogues as Joe Martin,chase rainbows. When the two parties come to compare results, the Conservative shows a good pile of wood sawed, while the Populist is as far as ever trom grasp- ing the pot of gold at the tail of the elusive rainbow. This difference is best illustrated by the railroad policy of the two leaders. Without a survey to prove its practicability, cost or the traffic resources of the country, Mr. Mar- tin proposes to build a railroad from Hope to Midway and fluently says it can be done for $7,000,000 or $8,000,000 and that he can borrow the money at three per cent, It is obvious to the most. superficial ob- server that he does not know any- thing about it. Therefore he is either a fool, not to be trusted with the affairs of the province, or a knave trying to fool the people with hopes which he knows cannot be realized. . On the other hand, Governor Mackintosh recommends that we should first ascertain the condition of our finances and then what as- sets we have as security for the capital we may need. Then would come surveys, a study of the possi- bilities of traffic for.a.rgilroad, | esti- mates of cost, and“a consideration of the rate of interest at. which the funds could be raised. After these facts had all been ascertained, .we should have the basis for a de- cision how to go about the work. Governor Mackintosh well says ‘‘no thinking man would commit himself prop to build any such railroad, He is in the bunko business. He is trying to exchange promises fot votes. But he has presumed over- much on the gullibility of the peo- ple, in offering them such a hare- brained scheme. EDITORIAL NOTES.
