The Rossland Recor today cele- brates its fifth birthday, having been established on Fébruary 14th, 1895," before any other paper had made its appearance in the camp. The REcorp came into existence when the city was in its infancy, and has grown with the city’s growth. “‘It is now recognized as an important factor in the community, giving daily the news of the city ‘and, through the excellent report of: the Associatéd Press, of the “outside world. It has outlived many strug- gles and many handicaps and ‘will continue'to live as an active agency in the progress of the Kootenays. The Recorp, in working to this end, will fearlessly'‘express its views on all public questions. “In ‘doing so, it will inevitably ‘find itself «at times ‘opposed to some measures which are strongly favored by‘sec- tions of its readers. But the first essential to the succéss of a ‘news- paper isthat it shall not yield to popular clamor, ‘but shall maintain its independence in the face of op- position. This is the policy guid- ing this’ journal at the present time and will be pursued without flinchi: in full fidence that it will win. ———— WHAT BULLER HAS DONE. The Toronto Telegram comes to the defense,of Gen. Buller in the following terms: The difficulties of the original situation are forgotten by those -who rashly assume that General Buller has put no great work to. his credit since he landed in South Africa. The condition which con- fronted General Buller on his arrival in Cape Town was, briefly, that all Cape Colony ‘lay at the feet of an invading army. The railway, the one line of communication with the British people in the north, was threatened. All Natal, down to Durban, was inthe gravest peril. Valuable stores were piled up at De Aar, practically undefended, and open to attack by any body of Free State raiders. Three months ago, when Buller Janded in Cape Town, the situation Semlin-Cotton g ent ’ holds office has been again exemplified by ‘| the vote on the coal mines regula- tion bill. The loss of Prentice’s vote made the government depend- ent upon the speaker's “vote to es- cape defeat. No government can retain the respect. of .the people which thus hangs onto office by its tezth, nor can a speaker retain the respect Of the ‘house over' which*he ides, when he ‘inually: casts his vote’ on ‘party q i and gardless of politics, are a unit in demanding that the force be re- stored tq something Nike its strength foul ‘years ‘ago,’ bit: not only is no notice taken of! he just demands of the people, but even the few remaining men are now -wanted- elsewhere. -~The~people shave sufficiently. good memories‘to recall: the~-special «: promises --that | were made regarding the police ‘force when theLiberal party was seeking office, add':they: will ‘know how to treat in the future thdse politicianss, who have so :unblush- ingly violated. their most sacred pledge.” ~ There is no excuse for neglecting ce of this ¥y forte to preserve order at home because men of the same stamp are needed to fight the queen’s battles in other lands.
