In view of Great Britain's posi- tion toward the United States dur- ing the war with Spain, great interest naturally centers in the at- titude of the United States on the South African question. Some papers advocate strict neutrality. New York's great organ of public opinior, the Tribune, deals with the matter at length, in this way; “There are some Americans, includ- ing some of the most worthy and esteemed citizens,who are of Dutch origin, and who, through influences of consanguinity, side strongly with the Boers. The people of Ross! espe- cially, have been so systematically and thoroughly trained in this re- spect that it would surprise many of them if they found themselves en- tertaining even a sentiment ot fair- | ness, to say nothing of approval, of the gigantic measures the C.P.R. has d in the d erous, who similarly the British cause. There are, unhap- pily, others who are imbued with the blind hatred of Great Britian, and who for that reason alone side with the Boers, not that they love the Dutch, but they hate the Brit- ish. But these are classes. The masses of the American people will be guided and governed by broader Principles than these. They will not, in the first place, be missed by the pretence thal the Transvaal isa republic and Great Britian an ‘effete monarchy,” and, therefore, Americans should sympa- thize with the former. They have enly to .compare franchises and corrupted courts of. the Transvaal with the universal suffrage and free, strong judiciary of Cape Colony to disabuse them- selves of all such notions. The fact is that the Transvaal, with Citizenship restricted to a minority, and with not only religious but Sectarian tests and lingual shibbo- leths hedging in a real authority, is not a republic, but a particu- larly narrow and despotic oligarchy. On the other hand, despite the nominal monarchy, the British Em- pire, whether in Great Britian itself or the self-governing colonies, such as the Cape and the Doninion of Canada and the United States of Australla, is one of the most com- plete democracies the world has ever known. On the general ground of form and government, therefore, American sympathies will naturally turn to the British side. In brief, then, Great Britain is acting precisely the United States would act in her place, pre- cisely as this country would have to act if it did not wish to repudi- ate its principles and its record. That is the great, salient, funda- mental fact which is likely, as it seems to us, to determine the dir- ection in which the overwhelming mass of American sympathy will be given. There is, of course, no ground and no excuse for passion or excitement. There must be no animopities aroused between Amer- icans who sympathize with the Outlanders and those who sympa- thize with the Boers. Nor, indeed, will Americans generally fail to symputhize in some measure with the Boers,at least so far asto regret that their counsels have not been wiser and more xenerous, and that the heroism of the “Great Trek’® has not had a happier ending. But just as Great Britain stood Ioyally with us in sympathy and in moral influences in our fight with Spain, because we were contending for the rights of man to “life liberty and the pursuit of happiness,” so will the general sympathy and mor- as the restricted |: the province in which they live. But amoment’s reflection might present the matter in another light. Men of common sense know there are two sides to a question, and it is not unreasonable to suggest that, if they would consider that the C. In the construction of the Colum- bia & Western railroad from Rob- son to the Boundary country, this company has already disbursed in excess of $3,500,000. It promised to give the people of that section transportation and it has done so by the construction of one of the most difficult pieces of railroad work ever undertaken. And not only are the cities and towns hav- ing the benefit of this road, but a perfect network of branches and spurs is being constructed to tap every mine of importance in-. that section, so that instead of having to haul or pack the ore six or seven, miles, they have the road right at the mine with as much convenience for loading ore into cars asthe War Eagle, or Centre Star, or Le Roi enjoys. Who questions that such extensive railroad work encourages business; gives birth to new towns; stimulates trade; creates labor, and thereby gives the country that spirit of prosperity which it today enjoys? And yet how quick is the dispos' to hold up for public condemnation and how seldom is the. fairness of a little credit extended?
