The petition of the ‘mine ownere for the repeal of the. eight-hour law brings back to its fountain head— the legislature—the difficulty which has hampered the mining industry for the last year. . The strongest point made against the law is the fact that it was passed hastily, with- out consulting the parties directly interested. This. point explains all the others made against it by the mine owners, for when men act hastily in important matters, they inevitably overlook many consider- ations which should affect their ac- tion. . “In itself, the eight-hour system is the ideal division of the day into working periods and it is the sys- tem to which every man interested in industrial progress must look forward.” But it is not possible to realize this ideal at one sweep. It is the function of practical states- manship to, bring about gradual changes in the direction of realizing such ideals,so that the least amount of friction may result. It is here that the-government of British Co- lumbia has erred and erred griev- ously,-to.the injury of the chief in- dustry of the Kootenays and of the province. The principal error was the en- deavor to establish a uniform sys- tem for an industry in which condi- tions vary as widely as in mining. When a mine is fully developed Bod is equipped with i ery, with full appliances for ventila- tion, it is even more'to the interest - of the mine owner than of the miner to work three.eight-hour shifts, for thereby he increases to its utmost ~ capacity the earning power of the capital he has invested in machinery and development. He also is able to produce a lower grade of ore at a profit, for the interest on his in- vestment and the general expenses, which are fixed quantities, are di- vided among a larger tonnage. But the future of the province de- pends on the development of pros- pects and partly developed mines into fully developed, regularly pro- ducing mines of the class already described. JOE MARTIN'S CONSCIENCE..|° The Nanaimo Herald accuses Joe Martin of breaking faith with Mr. Wells, M. P. P. from that city, by assuring the latter that he would not be at’ the: first day's sitting of the legislature and then hurrying there to join in defeating the gov- ernment. Mr. Wells said he would leave it to Mr. Martin’s conscience whether the latter had acted honor- ably, whereupon the Herald re- marks: -“Mr. Martin's conscience! A shriveled, unpalpable atom, a mil- lion of which’ could easily manoeu- vre on the point of a cambric needle.” Martin seems to be get- ting it hot from all sides. —_—_—— THE GROWING TIME. The pet Liberal phrase, ‘the growing time,” has stirred. up the Ottawa Citizen to find a few in- stances of growth. Here is the re- sult of its research: increased $2,317,047 during the last fiscal year and at its close amounted to $266,273,446. The average rate of interest paid on the gross debt has risen in. the same period from ‘$3.10 to $3.14, and the net rate of interest from $2.66 to $2.68, The debt has grown, and the rate of, interest increased, notwithstand- ing that the revenues of the year, $46,743,102, were $6,186,592 in excess of those of the previous year and ten millions greater than those of 1896. The disbursements, ordinary and capital, have gone away beyond the half century mark, being $51542;- 635, aS against 845, 334.281 in 1898, and $44,096,388 in 1896, when the high water mark of a decade of Conservative administration was reached. The interest of the public debt has grown. It was $352,682 great- er last year than in 1896. It is, indeed, a growing time, EDITORIAL NOTES.
