Couvelier says GST
will cost doctors $12M

VICTORIA (CP) — The federal
government is ignoring the intent of
the Canada Health Act by applying its
goods and services tax to doctors’
costs, B.C. Finance Minister Mel
Couvelier said.

The province has asked Finance
Minister Michael Wilson to consider
letting doctors claim tax credits for
the goods and services tax they will
pay, he told reporters.

“*By virtue of this tax applying to
the medical profession in effect it
means the cost to them of providii
service to all patients will be in-
creased,’’ Couvelier said.

He was hesitant to discuss how the
government would deal with the in-
creased expense to doctors.

Hydro will invite a second round of
bids from the private sector to build
an estimated 100 megawatts of elec-
tricity-generation plants for domestic
markets.

The Crown corporation said it
would proceed to a second round this
autumn

“We liked what we saw during the
first round,’’ said Ken Peterson,
Hydro’s director of planning. ‘We've
got some good-quality projects and
the price is right.””

Hydro’s independent .power
producer program was introduced in
1988 to develop economic sources of
electricity from private-sector sup-
pliers to help meet B.C.’s growing
power demands.

It was seeking a total of 150
megawatts and received 24 sub-
missions from Canada and the U.S.,
totalling a capacity of 1,240 megawat-
ts.

Three of the projects were <:10-
sequently selected. Details of the third

Couvelier, meanwhile, hasn’t given
up hope that implementation of the
tax might be delayed for further con-
sideration.

The province has made no
arrangement to collect the tax for the
federal government, he said.

Although the federal government is
constitutionally free to impose the
tax, it doesn’t mean the B.C. gover-
nment has to be ‘‘docile wimps’’ in
accepting it, Couvelier said.

cited that country’s weak economy as
a major cause for a 21 per cent late-
August sag in U.S. car and truck
sales.

A combined sales drop of 11.2 per
cent in Canada was reported by
Chrysler, Ford and General Motors,
while the importers as a group sold
7.4 per cent fewer vehicles. It was the
first slippage for the importers since
last December.

Total vehicle sales rose two per cent
in July but were off 8.5 per cent for
the first half of the year in a slump the
industry has blamed on high
borrowing costs and the weakening
economy.

The August decline can also be
blamed on Iraq’s invasion of Kuwait
early in the month and the uncertainty
over oil prices it has caused, auto in-
dustry analyst Dennis DesRosiers

lack of consumer confidence because
of the situation in the Middle East,””
he said.

General Motors said it sold 34,051
cars and trucks in August, down 9.5
per cent from 37,636 in the same
month last year.

“The effect of a slower economy
has impacted our vehicle sales this
month,"’ Michael Erdman, vice-
president of marketing for General
Motors of Canada, said in a release.

Ford of Canada’s car and truck
sales were 24,194, off 9.7 per cent
from 26,799, while Chrysler Canada
turned in sales of 13,611, down 17.2
per cent from 16,447.

Chrysler said its dropoff reflected@
low inventories of its top-selling
Plymouth Acclaim and Dodge Spirit
mid-sized family sedans, and its
minivans.

DesRosiers said the importers’
decline was due more to economic
woes than a lessening in consumer
popularity — which has helped
protect them from the slump in which
the Big Three are mired.

Honda, which sold more cars than
Chrysler in July and again in August,
surged ahead with a 9.5 per cent in-
crease to 10,275 from 9,384.

In the States some importers also
demonstrated greater endurance than
the North American..automakers as
sales of Japanese-made cars increased
last month.

Sales of cars by the Big Three were
down 27 per cent during the period
while sales of cars made by Japanese
companies in North America rose
26.5 per cent.
