The poll, conducted last Wednesday and Thursday, includ- ed 200 households, and asked if taxpayers were in favour of the city of Castlegar borrowing $1.7 million dollars for the construc- tion of a new RCMP building in Castlegar. The question is almost identical to that which will appear on the referendum ballot Oct.17. Local IWA Spokesperson and Plant President Tony Ferreira said the contract allows for no salary increases in the first year, though pension increases, from $32 to $35 per year of service, are included. In year two of the con- tract, there will be a 25-cents-per- hour wage increase. “This would put us in line salary-wise with pulp mill work- ers,” said Ferreira. Legalities The third year of the agree- ment calls for an 85 cents per hour increase. Under the new agreement, the Castlegar sawmill will join Pope and Talbot’s Grand Forks and Midway operations in belonging to the Interior Forests Labour Relations Association. Midway and Grand Forks have both nego- tiated contracts through this man- agement association for several years, though the Castlegar mill, formerly owned by Westar Tim- ber, negotiated as an independent since 1967. The move to streamline opera- tions under one association is a sound business move according to Pope and Talbot President of might prevent Flux from seeking nomination SHARLENE IMHOFF Sun Editor A change in the small-debts court system might present a problem for Coalition Unaccept- ing Rash Bureaucracy (CURB) Vice-president Walter Flux, who is in litigation proceedings against city hall, while at the Same time preparing to run in the October by-election. A mediation hearing was held last week, which Flux thought would be the conclusion to the process. Instead the case will now go to trial November 23. “I guess they have changed the small debts court Proceedings, they’ve thrown in this extra step,” Flux said. The extra step means Flux might run up against red tape on Oct. 1 when he files his nomina- tion papers to run in the by-elec- tion being held to replace City Cc illor Marilyn Mathi Section 82-1D of the Municipal Act claims that anyone who has a disputed account against the P is Gisg being nominated to run for that public office. For this reason, Flux was hoping to have his legalities cleared up before the date in three weeks. The dispute between Flux and city hall began in February 1991, while he was the new owner of a See BY-ELECTION 4A Canadian Friesen. “We don't want to have to negotiate twice. Under this new agreement, all three mills will negotiate through the IFLRA,” he said. At a public meeting to be held Sept. 17, Duff is hoping local res- idents will take the opportunity to learn more about the need for a new RCMP building, architec- tural plans, the city’s borrowing pesenT POLL RESULTS Glance Girl Guide registration The Castlegar and District Girl Guides of Canada will be hold- ing a registration day Septem- ber 21, at 6:30 p.m., at Kinnaird Hall, located at 2320 Columbia Avenue.
