i y July 10, 1985 Castlégar News DICK STOKES: THE KEY TODAY. IS ADAPTING | VANCOUVER (CP) — The day Dick Stokes took over as president ‘and chief executive officer of Trans +: Mountain Pipe Line Co. Ltd., he had to look up its address in a. phone book in order to find his new office. . When he got there, Stokes foun d.22- unsettled lawsuits in his Bisket along with a host of -serious financial problems. And, his May 1983 arrival marked the end of a long and’ bitter reverse-takeover battle between Inland Natural’Gas Ltd. and Trans Mountain. Inland won and Stokes, a 25- year Inland man, was elected to run the opposition. “You can imagine the kind of situation that was,” he says as head of'a company that operates an Edmonton-to- Vancouver crude oil pipeline. “] was the only Inland man to come over and when I arrived I found a’ 30-year-old company whose earnings were very restricted-and-had_ been diminishin, time.” Within six months, Stokes ‘had cleaned up all the lawsuits and completely reorganized the company. Today,“the 55-year-old president can look out the window of his 11th-floor office with considerably more optimism. However, like other companies in the pettoleiim industry, Trans-Mountain is now going to have to play the energy game under new rules established in the Western Accord energy agreement. “This year we are really takine off,” he says, part of it is a result od deregulation” IS AT CAPACITY " ‘Things are going so well that Trans Mountain has turned away some oil. shipments because.“its line is running at capacity. “The market will change quickly and no one knows for sure how it will change,” he says. “under the old system (the Nationdl Energy Program) it wasn’t a matter of marketing something; it was a matter of delivering under government regulation to a market.” /——As Stokes sees it, the key today for Trans Mountain and all companies in the industry, is to _be ready to adapt quickly to the changing market. Trans Mountain has been designing different ways to expand pipeline capacity to have them ready when the market changes. “This way.” Stokes Says, “We can move very, very quickly whenever we see a market situation develop.” “and for some | 0 ARE YOU COVERED? BUSINESS What if a bank fails? By GORD McINTOSH The Canadian Press If the institution where you do your banking goes out of -business, what happens to the money in your accounts? The ion is ingly relevant. So far ' this year several trust companies in Canada have either gone out of business or been on the brink of bankrnptcy, One chartered. bank, the Canadian Commercial* Bank of Ednionton, was rescued from failure. | Inthe event of a bank or trust company insolvency, an agency of the federal government, the Federal Deposit Insurance ‘Corp., proiécts sidepositers. savings — with important exceptions. Each depositor at an institution is covered up to a° maximum of $60,000. If the institution goes out of business, you could lose anything over that amount. The $60,000 is. the total of what's in all your accounts at all branches of the institution. Thus, if you have $40,000 in -$30,000_in_another with the same bank or trust company, $10,000 won't be covered x the govern- ment. So if you have $180,000 you want to protect, make sure it is deposited with three different institutions. SOME NOT COVERED But be aware that’ some types of deposits are not protected at all. Any money locked into investments for terms longer than a jot covered. These recent years have learned another hard lesson: U.S, dollar accounts, which are widely available, are not cover¢d by~ Canada deposit~ insurance. The ‘insurance « legislation specifies Canadian funds. only. ~HOMEGOODS FURNITURE | WAREHOUSE Mon. - Sat., 9:30 - 5:30 _ China Creek “Drive a Little to Save a Lot” Banks and trust do not advertise this Yact, and Tom Melaney, a Toronto financial consultant who works on behalf of the Consumers’. Association of Canada, phils they should. Note that the cash value of life insurance policies or RRSPs sold by insurance companies are not covered by any kind of protection, although the industry has been proposing a guarantee fund for several years. Federal deposit insurance also doesn’t cover the contents-of safety deposit boxes. But since banks and trust companies normally don't have access to these — because they can't be opened without the box-holder's key — the contents, no matter how high their value, should be safe. Act says that for a deposit to be insurable, it “must be ‘redeemable either on demand or, on or before the expiration of five years from the date of deposit.” Many banks and trust companies offer long-term inyestments that exceed five years. When Pioneer Trust of-Regina collapsed in February, its customers had a’ total of $10 million invested with it in RRSPs, income averaging annuity contracts and other term deposits in amounts under $60,000. But these investments were not covered by the federal deposit insurance because —the-terms-were for six or-seven-years.—__ ‘The Federal and Saskatchewan governments passed émergency legislation to cover these deposits because many of the depositors could prove they were misled into thinking they were protected by the federal insurance: Depositors ‘caught in future failures may not be able to count on goyérnment intervention. D With deregulation creating a Pp and highly-competitive market, refineriés in the Vancouver area may close because the larger more modern ones in Alberta have excess capacity. And it may be more economical to refine product there and ship it here via pipeline. Trans Mountain has the only pipeline and_has been sending test shipments of finished product. through it for some time. If one or two refineries were to close here, Stokes said Trans Mountian would consider building a second pipeline along its 1,145-kilometre right-of-way to carry “clean products” such as gasoline, diesel fuels and natural gas liquids. He said the new pipeline would be “very expensive” = somewhere betwen $300 and $400 million. Trans is $18 million expanding the pipeline’s, peak capacity from its present 30,000 cubic metres a day to 42,500 cubic metres.
