The Truck Act. Victoria, April 16—To the editor of the Rossland Evening Record, dear sir: I wish to summon the attention of all workinginen and of all haters of opprea- sion and wrong to tho bill called the “Truck act, 1898,” introduced by Mr. Kellie. It is based word for word, for the most part, on the old Imperial truck act of 1831 (in force in this province but seldom enforced, more is the shame) amalgamated with the still more strin- gent ts made by I jal truck amendment act, 1887. To such an extent is this shame- ful abuse grown that it is said to be ac- tually difficult around Rossland for a married man to get work; the mine ow- ners insist on the men boarding at their shacke; forthe scurvy profit ‘of ranning them. But the mere loss and robbery of the workmen is the least of the evil, the workman is wholly in the boss’s hands—and especially where a married man, a coal miner say, once runs 1n debt at the boss’s store then with hia whole sliving from day to day and trom month to month entirely dependent both wages and credit on the grace of the boss, and no other employment perhaps within hundreds of miles you have real slavery. The treatment of stheir workmen by the contractors for the Vittoria city wa ter works is well known. Eighty men were crowded on bunks three and four deep in a stinking little shack “full of holes, with-their working overalls, reek- ing with the foul lake mud, hanging by the bunkeide. They were charged’ $5 a week whether there the fall week or _ not, even when they went home from Saturday to Ménday, and compelled to submit on pain of dismissal. Many a man brought home on Saturday but ¢2 or $1.25 to‘his family, all that the boas’s extortion had left for a week’a work. The bill, following the Imperial act, directa in effect that every workman shall be paid his wages in cash and: in full, no matter what he owes his emplo-- yer.
