Concerning the relations of Rus- sia and Japaa, the correspondent of the London Times argues that there is going to bea great struggle in the far east, chiefly between Japan and Russia, on account, of the trade of that territory. Practically Japan’s only market is the United States, and this trade is destined to drop as prices begin to rise in Japan and the country becomes more indus- trial. Corea is accepted as the key to the question. If Russia in thor- oughly entrenched there she will be able to watch every Fine of Japan- ese communication with the Conti- nent, cut off her markets on the mainland and even menace Japan- ese autonomy. But if Japan has control of the peninsula she will have a more advantageous position in the Yellow sea than Port Arthur gives to Russia, on account of the unrivalled harbors of West Corea. The port of Masampo, for example, is one of the finest harbors in the world. , Thus Japan, while vitally inter- ested in China, must desire a dispo- Sition of Corea before there can be any settlement. If the Chinese. matter is forced to the front, Japan pelled to hurry a di as regards Corea. Herein lies the danger, ds it is not likely that Rus- emperor not ‘heretofore highly’ es-' teemed is accepted on the eve of his triumphal progress through England as the natural order: of: ‘human events and as‘a matter of ‘no ‘great quence. The invest- ment of Ladysmith, with the British army cut ‘off from communication from the world except by pigeon post, is passed over without a flurry of excitement as one of those little-inconveniences. which must be P d in the of a world-wide empire. Presence of mind, sobriety of judgment, inflexible courage, se- rene faith in the resources of the great British nation, and all the best traits of the English char- acter are revealed in this crisis. Englishmen ask each other what would happen in Paris if France. were passiog through a similar or- deal of storm and stress, and then they.go quietly about their business with placid faces, as though a cam- paign with nearly a hundred thous- and British soldiers afloaigand afield were a trifle light as air. Nor do they neglect the plain re- quirements of patriotism and grati- tude. The families ef veterans and army reserves are regarded as wards of their employers and the nation. The Mansion House relief fund has reached the splendid total of 4£339,- ooo. War charities are conducted on an unprecedented scale through- out the country. One secret of English confidence in the present crisis is the establish- ment of cordial relations with Ger- many. This is Lord Salisbury’s work, and no greater service :to the nation was ever rendered by an English statesman. With Germany and the triple alliance behind Eng- land, the risks of Russian. intrigue ahd French enmity are minimmized at a time when British military re- sources are heavily drawn upon in the arduous striggle in South Africa. The great advantage of German mora! support has not been gained through any sacrifice of American friendship. bury opened his Guildhall speech with a most sympathetic reference to American good-will, which Mr. Choate acknowledged © in‘ Edia- burg. . . Nothing could be further from the truth than the baseless suspicion. that England has been drawn into friendly relations with Germany at the risk of estranging America. English confidence is. well founded, when Canada and the other states of the empire are loyal and when America and Germany are acting like good Anglo-Saxons. sia will care to share the domi tion of the Yellow sea with an in- imitable country which bids fair to become a great naval power, while nothing will compensate Japan for the loss of the peninsula, which is indispensable to her both for com- mercial and strategic reasons, FACING THE SITUATION. England has settled into an im- pertubable calm in which the mo- mentous changes of diplomacy are regarded without amazement, and the anxieties and responsibilities of a supreme military effort are borne without strain. The alliance of an lt is nou easy at this distance to understand the working of New York's boxing contest law. It sure- ly is an intricate contrivance. and moves in a mysterious way it won- ders to perform. Its permitted Messrs. Jeffries and Sharkey to stand up and pound each other for 25 rounds with as much determin- ation and emphasis as each was capable of developing. But when two or three nights ago James Jeff- ries and his brother John undertook to give a friendly “sparring exhibi- tion” of four rounds at Koster & Bial’s theater, they were promptly arrested by the police on a charge Lord ‘Salis- | apeclalty. Carlyle Declares That Rossland Will Be a Large City. “TREAT $7.ORE.AT A PROFIT i -| the Red Mountain railway, and will ”) Reoeption Last Night, Was an Hnthusinstio Expression of the High Hsteem in Which A Mr. Carlyle Is Held by Rossland People—A i ° Dismond Ring from Working Miners, Last night on the eve of his de- y parture for Spain, Chief Engineer W. A. Carlyle of the British Amer- ica corporation for the first time an- nounced the results that have at- tegded the development of the com- pany’s mines, and it was of deep significance when he gave assur- ance that the Columbia-Kootenay, the Nickel Plate, ‘the’ Josie and the No,. 1 will soon join the list of ship- pers. Even more significant was the declaration that the time was near at hand when org running $7 per, ton can be mined and smelted at a profit. : a The reception was typically a Rosslaud affair. No place in the country is more enthusiastically loyal to.its townsmen, and the de- _parture of Mr. Carlyle to accept the management of the biggest ‘mines in the whole world, at Rio Tinto, Spain, was the.occasion of a public demo last ¢ ing at which the whole town was repre- sented.. A banquet had been origi- nally planned, but as that would not enable all his friends to attend, it was changed to a reception at the city ‘hall... Popular subscriptions amounting to over $700 have been A received, and with that a service of solid silver will be presented to Mr. and Mrs. Carlyle. As that could not be secured here in time it will be forwarded later, and last night interest centered around the presententation to him of an en- grossed address by the people of Rossland. The delivery of it was “ made-by W. J. Nelson, and in re- plying Mr. Carlyle spoke for the first time upon the results that have been attained here during the 17 months in which he has had charge of the British America corporation's properties. . * “Rossland as yet has only been comparatively developed,” said he, “and I believe sincerely that not all the treasure vaults have yet been unlocked. To many rich mines the combinations still remain ‘unfound. The fact that during the pest year. the grade of shipments has been lowered should be a pleasure to you for it indicates: the. marvelous ad- vancement which has been’ made in the economic method. of reducing these ores.. Rossland has been pe- culiarly favored, and.a large amount of medium grade ore has been opened up. ‘| “The costs have been so much lessened that the time is not far off when ledges averaging $7 per ton can be mined and smelted at a profit. There is, as I know, more ore now in sight than at any time in the history of our mines. These | ration, 2 4 ’ * a 2 mines, -as I also know, are now looking. better than ever before. While in the past the ton- nage has been greatly increased, until now it.passes the 5000 mark every week,‘ yet Iam sure that in the’future it will be even’ greater than ever. - , : During the last five -or six months much of our work has been directed, not at opening up ore bodies, but in gaining depth with a view to future development. Let me tell you, however, something that has been accomplished. In the Josie, when I first saw the prop- erty, there was very little in sight. Weisucceeded in opening a chute five.or six feet. wide in the east end of the mine. Now in driving stopes afong that chute, it has opened: out until we have 21 feet of shipping ore. .With the Josie, the No. 1,the €olumbia-Kootenay and the Nickel Plate added to the shipping list, as a large city here.” T.
