It is judged by the voters according to its fidel- ity to those principles and its ability in putting them in operation, when entrusted with the reins of govern- ment. This system has worked well in federal affairs and party lines are drawn closely in every province ex- cept British Columbia. Each party in each province stands in the same relation to the whole party of the Dominion as that of a division to the army of which it forms a part. In this manner, party responsibility is everywhere sustained and men who act together in advocacy of the same principles and measures in federal affairs are found voting together in provincial affairs. If they do well,the mass of the people, who are not permanently bound to either, continue them in office. ;If their actions meet popular disap- proval,they must give place to their opponents. = These are such elementary truths that it would seem unnecessary to re-state them, had they: not been lost to sight in this province. The only substitute for party govern- ment offered by its opponents is a system of government by’ politi- cal cliques, for such are the News- Advertiser's Turner, Semlin-Cotton and Martin parties. The siege of Mafeking has also been raised and thus it is only a matter of a day or two until Britisn territory west of the two Boer republics will be clear- ed of the invaders, The uprising of Boers in northern Cape Colony furnishes work for General Gatacre’s army, but the forces now at his command and those which are being pushed for- ward to the Orange river line, in- cluding the Canadian contingent, should be ample to deal with them. This rising rather complicates the situation, but it is just as well that Great Britain should make a grand clearance of all the disaffected ele- ments in South Africa while she has the task in hand and the force on the ground to do it thoroughly. The censorship has teen so effec- tive in Natal that one can only guess at the movements of General Bul- ler’s forces in that quarter.
