VANCOUVER (CP) —
British Columbia could exer-
cise its option under the Col-
umbia River Treaty to rec-
over cheap power sold to
the United States as a bar-
gaining tool to allow the
province to sell surplus
power to California, says the
chairman of B.C. Hydro.

Following the first meeting
with Peter Johnson, admin-
istrator of Bonneville Power
Administration, Hydro chair-
man Chester Johnson made it
clear the treaty would not be
up for renegotiation.

“We will use details of the
treaty to gain access to Bon-
neville’s lines to sell our sur-
plus power but I don't have
the power to renegotiate the
Columbia. treaty,” he said.

Johnson wants to use a
clause in the treaty, which
allows British Columbia to
keep the power from the Col-
umbia River or renegotiate a
selling price after 1998, as
part of the negotiations with
Bonneville to gain access to
its power lines.

“Eleven hundred mega-
watts of power is a lot of cap-
acity to withdraw from. a
system, so it's a very impor-
tant negotiating tool in: com-
ing to grips with our posi-
tion.”

Contracts that could bring
$250-million annually-into the
B.C. treasury from Ca!ifornia
alone are at stake in the
negotiations with Bonneville.

Premier “Bill Bennett has
proposed construction of the
$3.2-billion Site C dam on the
Peace River to provide some
of that surplus power.- The
dam ‘construction would cre-
ate 3,500 jobs in northeastern
British Columbia.

Bennett. has said if firm
power export contracts are
signed he would proceed with
the dam project without
additional public hearings.

Charles Imbrecht, chair-
man of the California Energy
Commission, has given the
province a mid-1986 deadline
to reach agreement. with
Bonneville, a federa] agency
that co-ordinates generation
and sales of power in four
states and controls. major
transmission facilities in the
Pacific Northwest.

Johnson said negotiations
with Bonneville are still in
the infancy stage.

view in this Kootenay city

He said he is not sure of
the reason for this but the
number of complaints reach-
ing his office is down slightly.

The former RCMP commis-
sioner said his method. of
dealing with bureaucracy is

Bazowski said current
staffing levels in his office
will likely be adequate and he
might regret not taking the
job on a permanent basis be-

plaints from the Kootenay
region of the province.

He said that when he took
over from Karl Friedmann,
whose contract was not re-
newed by the provincial gov-
ernment, there was appre-
hension among staff about
time lags in -handling com-
plaints but they now seem to
be resolved faster.
