Hydro. Following the first meeting with Peter Johnson, admin- istrator of Bonneville Power Administration, Hydro chair- man Chester Johnson made it clear the treaty would not be up for renegotiation. “We will use details of the treaty to gain access to Bon- neville’s lines to sell our sur- plus power but I don't have the power to renegotiate the Columbia. treaty,” he said. Johnson wants to use a clause in the treaty, which allows British Columbia to keep the power from the Col- umbia River or renegotiate a selling price after 1998, as part of the negotiations with Bonneville to gain access to its power lines. “Eleven hundred mega- watts of power is a lot of cap- acity to withdraw from. a system, so it's a very impor- tant negotiating tool in: com- ing to grips with our posi- tion.” Contracts that could bring $250-million annually-into the B.C. treasury from Ca!ifornia alone are at stake in the negotiations with Bonneville.
