By KEN SMITH Canadian Press Part-time workers are becoming, a more important part of Canada’s labor force. They are also causing growing concern among government, business and labor. It's easy to see why. ‘ There are few regulations, as-a federal’ inquiry _Yeported recently, governing part-time workers. part-timers be treated in effect the: same as -full-time i in terms of and other fringe benefits. Such imp: in their rights would be scaled down according to the time actually worked. That. may sound reasonable, but early reaction to the inquiry's ‘report, produced after. a year's study, has The inquiry suggested the situation be changed, that “Pa rt-timers a concern. Finance D also show, h that last year 84 per. cent of part-time workers, simply. didn't want to. work longer hours. Should they be entitled tothe protection offered. full-time workers, even on a prorated scale? *.,. Patricia Johnston, vice-president of the Canadian of I which 64,000 small businesses across Canada, says such a move would become a bureaucratic nightmare. ‘The cost of the paperwork that would be involved — and filling in government forms has been shown by federation surveys to be among the top. hates ‘of small. businesses — is the last thing needed now as firms try to recover from: the recession, she says. A spokesman for Federal Labor Minister Andre Ouellet was quoted as saying the minister was impressed with the th h and quality-of the inquiry’s report is ranged from cautious and tod ig! hostile. Let’s look at a few facts. i " Last year, says the federal Finance Department, part-time workers accounted for 14.4 per cent of Canada's labor force. That's 1.5 million people. In 1975, they made up 10.6 per cent of the labor force —a bit under one million men‘and women. Why the increase? 12.8 per ce! tt the end of the year, s0 a lot of people-were read to take what they could get if it brought some money home — part-time or not. Finance Department statistics show. that one in four part-time workers said they were in that position because they couldn't find full-time employment. That was a. 40-per-cent increase from the previous year. It's’ not just a case, however, of stoking up the economy to solve the problems of:part-time workers. The federal inquiry predicts that within about 15 years they will account for about 20 per cent of total employment. Pi and he would want to deal with it in close consultation with labor and management. That's not exactly a ringing endorsement. What is involyed in part-time work? C ‘’ MAKES NICE LIVING One thing to be noted is that ‘there are hundreds of firms across Canada making a nice living out of providing clerks or typists for businesses which need help’ ‘one or two days a week, or even a month.
