With a debate now raging over how the BBC should be funded, a few MPs have suggested Canadianization as an option. “It's an idea that fills us with horror,” said one BBC spokesman. But the BBC believes that's preferable to direct government funding which it fears could compromise its much-vaunted independence. “We believe that if the BBC were tied much closer to the government of the day by taxation, the temptation would be there for that government to seek to interfere, to bring the BBC to heel,” says Keith Samuel, the BBC's chief information officer. “If we had to take advertising, then we would have to fight for the same source of income as the independent sector. “And the overall effect of this in time would be to drive program standards downward, not just on the BBC but on the independent side as well. “The pressure to seek to appeal to mass audiences would be overwhelming. “And in the long run, salesmen and advertising men could come to dominate broadcasting in this country instead of program-makers who, at present, run both the BBC and commercial television.” FEARS RATINGS WAR What the BBC wants to avoid at all costs is the North American approach to television — the ratings war. The BBC has a deep-seated mistrust of advertising men and a deep-rooted pride in its own high programming standards. The corporation's programmers believe their standards are high because of the BBC's immunity from slavish obedience to the commercial dictates of ratings. The BBC is also conscious of its worldwide reputation. “We are a model around the world,” said Samuel in defence of the BBC’s argument. “A standard bearer for independence in broadcasting.” But many of its critics in Britain, including Prime Minister Margaret Thatcher, are questioning that privileged position.
