In. his letter to two powerful congressional committees, Reagan emphasized his view that the negotiations would be an opportunity to “significantly enhance U.S. efforts to eliminate trade frictions with Canada,” a White House statement said. He also welcomed Mulroney's proposal to initiate freer-trade talks as consistent with attempts by the administration and Congress to further open foreign markets to U.S. products. White House spokesman Edward Djerjian said Reagan discussed with Mulroney trade irritants between the two countries, including-imports of Canadian lumber, Canada’s royalty. payments to multinational drug companies and its policy on foreign ownership of book publishing companies. “We must not permit such transitory frustrations, important as they may be, to obstruct the improvement of our long-term trade relations,” Reagan said in the letter.
