Guerilla groups accept proposal SAN SALVADOR (AP) — El Salvador's leftist guerrilla groups announced Tuesday they have accepted a prop- osal by President Jose Napo- leon Duarte for peace talks next Monday The Farabundo Marti Na tional Liberation Front, known by its Spanish acron- ym FMLN, also proposed that Colombian President Belisario Betancur serve as a mediator in the talks, but otherwise accepted all of Du arte’s proposal. The only condition Duarte made is that all parties come to the conference unarmed. “Taking into account the deepening of the war and the worsening of the regional situation, the FMLN and FDR express their intention to attend to discuss the Sal. vadoran crisis in its globality and present proposals for the same,” the National Lib- eration Front said in a broadcast by its clandestine Radio Venceremos. The front is a coalition of five guerrilla groups that have been fighting for power for the past five years. The FDR, or Democratic Revolu tionary Front, includes more than a dozen outlawed leftist political parties and move- ments, and has been in coali tion with the National Lib- eration Front. Duarte made his proposal in a speech before the United Nations General Assembly in New York on Monday He proposed that the talks begin Monday, Oct. 15, at La Palma, a small Salvadoran town in guerrilla-controlled territory some 80 kilometres north of San Salvador and 10 kilometres from the Hondur an border. Duarte reiterated his offer at a news conference later in the day, and the government in San Salvador released 10 prominent leftist political prisoners as a gesture of goodwill The Radio Venceremos broadcast said Duarte’s an THANK you nouncement was in response to a “private letter” the Na- tional Liberation Front had sent the president last May 18. It said Romgm Catholic Archbishop Arturo Riveray Damas, who acted as an in- termediary, carried the let- ter. The broadcast, monitored in San Salvador, said La Palma is an acceptable site for the conference and urged government forces not to initiate any action in the area until further notice. The broadcast said two leaders of the National Lib- eration Front and two from the Democratic Revolution- ary Front will attend the talks, but did not give their names. It urged that Duarte be accompanied by members of the armed forces high command, and accepted Du- arte's proposal for a number of journalists to witness the meeting. “Given that the (town) of La Palma is a zone in a dis puted area, we believe it is essential that forces from both sides abstain from being ‘in the area within a radius of 10 kilometres in order to avoid armed incidents that would endanger the dele gations or the meeting,” the broadcast said. Duarte said Monday that he would arrive without pro- tection — “placing my life as a guarantee to have this meeting to attain peace” and his only condition is that all participants be unarmed. Previously he has insisted that the guerrilla forces stop fighting before talks could start.
