WALLACE, THE CAUSES OF DEFEAT. The reverses suffered by the Brit- ish armies in South Africa may be directly attributed more to the fail- ure to adapt the methods of fight- ing to the character of the enemy and his country than to any de- ficiency of the force. The British have to contend with a very differ- ent enemy from the savages they have been fighting for the last half century. The Dutch of South Africa are descended from the most adventurous and daring of the little republic which won its independence after a sixty-year struggle with Spanish despotism at the time when Spain was the mistress of the old and new world. The qualities they took with them have been further developed by long struggles with wild men and wild’ beasts. — Chiet among these qualities are marks- manship and skill in ambuscade. The Boers give the largest possible play to personal initiative, consis- tent with the pursuit of a common end. The British generals should have adapted their plan of campaign to these conditions, with which they must have been familiar. Every movement should be preceded hy a thorough scouting to reveal the whereabouts of the enemy and un- cover his ambuscades. For this purpose, cavalry and men trained as scouts in Indian warfare should have been adopted as far as_possi- ble. It is by this means that the whites have conquered the Indians in Canada and the Western States. They adopted Indian mcthods and, by applying those methods with the superior intelligence of civilized men as against savages, they have sub- dued the Indians. That General Buller has faiJled to apply the lessons of America is evi- dent from his own account of his defeat. He says: “| heard that the whole artillery I had sent to support the attack un- der Colonel Long had advanced close to the river, in Long’s desire to be within effective range. = It proved to be- full of the enemy, who suddenly opened a galling This one passage reveals the shortcomings of the British general. Long was not informed of the near presence of the enemy and either went farther than his orders war- ranted, or had not been warned to look out for ambuscade. In any case, the ground had not been ex- amined by scouts, either in war bal- loons or on horseback, to ascertain whether any hostile force was con- cealed there. The artillery got into a position whence it could not be extricated without loss of life verg- ing on massacre and had to be abandoned. The story of this disaster shows the time-honored British pluck han- i d by bull-headed I shows failure to adopt tactics suited to meet those of the enemy. “The same blunders were committed in the early conflicts with the Indians on this continent; for instance, by General Braddock, when he ignored George Washington's warnings and led his army into a slaughter pen during the French and Indian war. X, L. was stronger on the strength of the resumption of shipments, going as high as 22c. Royal Gold Mines appeared on the list with 10,000 shares sold at rc. Okanogan was weaker, 5000 going at gi{c. Giant held its own, 7000 selling at 634@7%4c. After the exchange closed, a great demand for I. X. L. came, mostly from the outside, and about 20,000 shares changed hands, some selling as high as 23c. Alexander Dick leaves tomorrow for San Francisco on his way to the McDonald mine in Madera county, California, in which he is interested.
