The success of the two great An- glo-Saxon nations, Great Britain and the United States, is a stand- ing proof of the superiority of the system of voluntary enlistment over that of conscription. The only war in which Great Britain ever became engaged where her forces were not sufficient to destroy the enemy with- out aid was the Napoleonic war. But she took advantage of Napol- eon’s pre-occupation in Austria and Russia to drive his enemies out of Spain and, when his shattered forces retured from Moscow, she furnished the money to arm, feed and equip the united’hosts of Eu- rope. She outlived that emergency without canscription, and its equal has never since arisen. When a free nation wants to fight, there is no lack of men to do the work, and they have something which conscripts never have and which has won the world’s most wonderful triumphs—that is patri- otic enthusiasm. Their hearts are in their work and for this reason they are worth double the number of conscripts, all other things being equal. You may train men to perfection and equip them with every modern implement of warfare, but, if their hearts are not in the fight, they will always fail in a crisis. Apart from its military aspect, conscription has a serious economic aspect. It withdraws from active lite a host of men who would be in the first stages of their career as useful citizens. This occurs too at a period of lite when a man is most quick to learn a trade, when he ac- quires his best skill and forms the habits which make or mar him as a man. After his return from the army to civil lite, he has passed the formative period, has to unlearn : habits already formed and to learn a trade which comes to him much | more slowly than it would a few ments on the liberties of a free re- public?
