Manly, of the firm of Manly & Averill, says tho Grand Forks Miner, returoed lust week from a trip tu the coust and California and is very enthusastic over the bright outlook for the Grand Forks district for the coming season. In conversation with a Miner re- porter Mr. Mauly stated that he found the people at Victoria, Van- couver and the other const cities deeply interested in this seclion and very eager lo receive any inturmation relutive to it. he district, he says, is alao well known in California and u large influx of homeseekers and in- vestora may be expected from here next eummer. In fact at every place he visited on his trip he found Grand population. Money is plentiful in proapetous camps; the people who live there want tie best of everything and plenty of it. {f the Dominion government wires to increase its reyenue it can discover no better way than to the develop: of the mining regions. The facts above set out prove two points taken in the first of the series of articles; namely, that the develop- ment of British Columbia meane the prosperity of Canada, and that as a financial proposition it will pay the government of Canada to grant material aid to the opening of the country by highways of transporta- tion. The more one becomes ac- quainted with the mineral resources of this province, the more convinced is he of its practically limitless possi- bilities. The visitor to the Trail creek district comes away impressed with the idea that he has seen the Forks and the surr di territory well and faverably spoken of. The general opinion regarding this section seems to be that it ix at about the stage of development that Ross— land was three years ago. Indeed the recorder’s office is already assured and while the name of the new recorder has not been made public as yet it ig d J that the appoi t has already been made. “A bridge across Kettle river at Ed- ward’s Ferry is badly needed aud the government has offered to give $1,000 towards its construction if the resi- ance. When he tolke with those who have penetrated still further north or exumined the indica- tions of the Northwest coast he be- gins to wonder if aiter all he has seen the chief storehouses of = gold and silver. ‘here are those who think that if the Dominion builds the Crow’s Nest Pass railway it will have done all that it can reason- ably be expected to do fur British Col- umbia. We shall not stop to discuss just now how much this line, import- ant though it is, can rightly be called a work for the benefit of British Col- umbia. Thisis a matter that may need to be discussed by and bye, At present the point we wish to make is that granting all that can possibly be claimed ia this regard, this single line of railroad is by no means adequate to the proper opening of this province to men of energy and capital. ‘The people of British Columbia have a right to ask that some portion of the vast sum which they contribute an- nually to the federal revenue and of the vaster sum which they will con- tribute in the future shall be employed in the promotion of railways and other aids to provincial progress; and this request is strengthened by the indisputable proposition that every- thing done for British Columbia means more for Canada as a whole than it does for thia province. a The regular preaching service will be beld in the schoolhouse by the Baptisis, commencing tomorrow, at 11 a.m. and 7:30 pm. The following is an argument from the Victoria Colonist tending to show the extent of British Columbia claims upon the exchequer of the railway de- partment of the Dominion govern- meat: In thhe year ending June 30, 1895, East and Weat Kootenay contributed to the provincial revenue the sum of $82,000. Inthe same year the Do- minion government received from the Pilot Bay smelter alone the sum of $70,000. Since then the Hall mines smelter at Nelson and the Heinze amelter at Trail have been erected, Bay smelter and must have contribu- buted more revenue to the Dominion. Add to these amounts the great sums paid directly in Kootenay to the Dominion revenue and indirectly by the consumption iu Kootenay of excisable and dutiable goods on which the tax was paid elsewhere, and the totalamount contributed by that dis- trict to the federal exchequer will be found to be far and away beyond what it contributed to the provincial new coach will be attached to each train. 9-6 PRINCESS OF DARKNESS. PRICE 5 CENT THERE WILL BE NO OPPOSITION Colonel Scott Pushing the Incor- poration Bill. a CITY MUST BE CLEANSED No Time To Delay the Passage of the Bill. Colonel Scott is fighting hard for Roesland’s incorperation. To a Vic- toria Colonist reporter he said: “JT don’t think there will be the slightest opposition to the incorpora- tion of Rossland,” said Colonel R. Scott, who is here in connection with the bill that will be brought béfore the legislature asking that that flourishing mining centre be made atown. Colonel Scott is not a novice in municipal affairs, for he had the honor of being mayor of Galt. Ont., for several years. The great object in getting incorporation is, Colonel Scott explained, that locally steps may be taken to place Rossland in a pertectly sanitary condition, to pro- vide for proper sewerage and other necessary public works. These ques- tions are urgent, for it is predicted that by the end of 1897 Rossland will have as large a population as Victoria. People don’t come there and leave again, they settle—and consequently Rossland is growing more and more rapidly. “The p d bill of incor in connection with which Mr. Mac- Neill and I have come to Victoria,” Col. Scott explained, “was, before we left home, to a large and representa- tive public meeting, and after discus- sion, clause by clause, adopted with- ‘out objection.~ “Fhe ,.reference which the Miner made not long fago as to the desirability of » public meeting, was evidently a mistake—the meeting having already been held.” —— A SURE GO. About 5 e’clock this morning J. A. McKinnon, who occupies room 11 in the Shaw hotel, was awakened by noises in his room. Mr. Mckinnon had retired'as usual and had left a light burning and upon being startled by the noises knew something was wrong. He immediately jumped cut of bed when the door was slammed in his face and some one commenced run- ning down the hall. Mr. McKinnon followed and at the head of the stairs he found his pants and vest. These he picked up in the darkness and returned to his room, where he made search and found that no valuables had been taken, The burglar had, however, perfected his plans'as he had turned out all the lights in the hallwaye.
