M. Maebeth of. Castlegar, secretary-treasurer, of the Associated Chambers of Commerce, of Southeastern B.C. Claiming that there is “no such ani- mal as an all-weather airport” and that there are many times in the year when even ducks ‘can’t take off at Creston, Mr. Macbeth pointed out ‘that the Creston-. * Salmo link of the re-routed southern trans:. provincial highway is 1,000 feet higher than is the Kinnaird-Christina Lake link, . Thus driving conditions between Castle- gar-Trail and Penticton will probably be better during the winter months than ‘those’ between Castlegar-Trail and Cres- ton. Also, it is more probable that planes will be able to land at Penticton during the winter than.at Creston. In addition, Mr.. Macbeth notes that when the driving, time between this area and Creston is added to the air time bet- ween Creston and Penticton,‘ then the Okanagan airport is actually only 15 min- utes to half an hour further away from Castlegar-' “Trail than is: Creston. . Since the majority of Castlegar’s air traffic is westbound, residents of this area going to the coast would appear to be much further ahead to: drive .or take ‘an airporter to Penticton than to drive or take an airporter to Creston and pay the added price of. the Creston-Penticton fare. At least they would be going in the right. direction if flights were unable to land at the Okanagan-airport, and would be “ saving money at the same time. On the basis of economics alone Can- adian Pacific Airlines would appear to be well advised to urge the department of transport to continue its subsidy to the Castlegar. airport even if another field is’ developed at Creston. Kt is far better, from the airline’s point of view, to have empty passenger. space between Creston and Castlegar in order to take on Castlegai-Trail pas- sengers here, then to have them reserving seats in Penticton and the airline having to fly these, empty seat between Creston and Penticton to have them in the Ok for passengers from Castlegar-Trail. CPA. officials (and especially CPA,. president Grant McConachie) would be. well advised to keep these facts in mind and to impress them on department of transport officials, i Z Columbia River. Parity Bonds If the “federal government fails to, make an*outright grant towards the $450 million “construction bill for Columbia river development, then this province, should do the job ‘alone. The responsible minister for Colum- bia development in: Bo., | Ray Williston, in Vi that this. would. not be. an impossible - task. This newspaper, in“February ‘of this ‘year and again in’ May,..suggested that this pro- vince’s share’ of development costs. should bé .raised with parity development bonds similar to the successful: PGE: and B.C.. Hydro bonds. Now Paddy Sherman of the. Vancou- ver Province’s Victoria bureau reports that" speculation is that Premier Bennett , Will indeed go it alone on ‘the Columbia. “with an extension of the parity ..bonds. Weight is lent to this idea, says Mr. Sher- man, by the fact that Ottawa has been’ considering Mr. Bemnett’s letter asking how much help B.C. will get to finance the Columbia river dams for over a month and. still hasn’t been given an answer., “The delay,” says the Erovince reporter, “seems to be‘caused by the fact that Ot-| xmeum:M tawa isn’t going to make a big outright, -grant ... ; and doesn’t know quite how. to say no.” :In February we noted editorially. that since “The development of Columbia river | power is to be carried out by B.C. Power Commission it would be a -good idea if B.C. residents could gain eee from the gover of this _ reat resource by raising the province's | © share of the capita] needed by. issuing |, - parity development: bonds.” Three months later we said that “regardless of whether | § Mica Creek, High Arrow dam or Murphy Creek is the first project built, we'd like to see those who make their homes along the Columbia and the rest of the residents of B.C. given the opportunity of contribut- ing to this great-development through the purchase of parity bonds.” We still feel the same way..And we hope that, if it is necessary, the residents of the rest of Canada will also be given, the opportunity of investing in- Columbia river development parity bonds should Hie method of financing be adopted. - Shop Locally for Christmas.
