Another famine 1s afflicting India andthe latest reports assert that the lives of 153,000,000 people will be jeopardized by it. The British government has already ordered the expenditure of $3,5000,000 in re- | lief. But it is said that government help cannot avail much from the fact that the distribution will neces- sarily have to be left to natives, and: the native Hindus have no regard for the property rights of others, and-they are entirely willing te. turn what was intended as a charity into a private snap for themselves. Poor India is being fairly oyerborne with one misfortune after another. Her, harvests have failed, and starvation stares millions of her people in the face. THE DRIFT OF ‘THINGS. A report comes from New York that the control of the publishing | . house of Harper & Brothers’ has ‘passed into the hands of J. Pierpont Morgan, or ofa syndicate of which Mr. Morgan is the head. Asan isolated fact the substitution of Morgan for Harper would not give cause for much comment. Mr. Morgan may employ editors and writers who will maintain the literary reputation of the house, and the public has no reason to doubt his business sagacity. But the ad- vent of a man of many millions into a business the profits of which are relatively small suggests some other purpose than money-making. Most of the great institutions of learning in the United States look to the generosity of millionaires for the funds necessary to conduct them on the plan they deem essential to their usefulness. It isa kind of unwritten law all along the line of university manage- ment that bequests shall not be turned away. by the promulgation of doctrines, that do not meet the approval of men who can contribute to the endowment of a university if they approve of its course. Thereis always danger that a university depending for maintain- ance on the gifts of rich men will become a rich men’s university. So there is danger that a rich man’s magazine will reflect the rich man’s views. the twenty richest men in the world. Though accounted a banker he has made the greater part of his money through stock speculation and as the creator of monopolies in various kinds of products. _It is not possi- | Ge ble to suppose that Mr. Morgan has sought control of a publishing house for the money there is in the busi- ness, The Harpers have done an i and profitable b but as a money-making concern the house cannot hold out much in- ducement toa coal king as a’ busi- ness investment. With the departure of W. A. Carlyle it has been deemed fitting. that the citizens of Rossland show their appreciation of his services, not only to the’ city, but to the whole province.
