Under it, Hydro would get greater access to transmission lines to Califor- nia in return for joint marketing of exports, changes in flows on the Colu- mbia River that would benefit the U.S. utilities, and greater integration of Hydro’s generating system with those south of the border. Premier Bill Bennett, who returned on the weekend from a five-day visit to California to promote power sales, has hailed the offer as a “breakthrough” after existing B.C. exports have been hindered by present BPA policies on transmission access. But D'Arcy, the NDP’s energy critic, says changes in the flows on the Columbia River may hurt the chances of installing a power plant at Keenley- side dam. BPA -would_like_to_use_the water stored behind Keenleyside to generate electricity downstream. But that could mean there wouldn't be sufficient water behind the dam to operate a power plant to capacity. A Hydro study said Keenleyside would likely be down about 21 months a year because of low water. However, ‘with the change in flows on the Colum- bia’ River proposed by BPA, D'Arcy suggested the down time could be as much as six months a year.
