The Castie- News resarves the right to shorten letters In the interesta of economy of space, CASTLEGAR NEWS, Thursday, April 28, 1960 Good News for Fecavers In Two Municipal Budgets Budgets brought down in the twin vil- lages of Castlegar and Kinnaird. last week held.good news for ratepayers of the two communities. At a time of rising costs and demands for increased services and expend- itures the Castlegar council was able to hold the line while Kinnaird saw its way clear to drop its mill rate by two mills so that its municipal rate is now the same as Castlegar’s 15 mills. Even the hospital improvement dis- trict had good ‘news with a mill rate cut of .11 mills to-1.57, but any rejoycing by ratepayers was dampened by the School District No. 9 mill rate that all but wiped out the municipal saving at Kinnaird and increased the taxpayers load in Castlegar. The school mill rate jumped 1.97 mills té 20.94. The 1.97 mill jump in school taxes compares with a province-wide increase of 1.88 mills. School trustee chairman Mrs. Walter Jacobson said the increase was ne- cessitated by an increase in teachers’ sa- laries and in school population. Also, noted Mrs. Jacobson, Celgar’s pulp mill is on the assessment rolls “only to a minor degree” this year, but upon completion of the plant will increase greatly. This newspaper, even in view of the board chairman’s remarks, would be tempt- ed to question the school budget even fur- ther if it were not for the fact that repre- sentatives of both the Castlegar and Kin- naird councils met with the school board to discuss its budget and gave it their ap- proval. Castlegar residents will be glad to see that village chaitman N.-T. Oglow, who doubles as finarice chairman, was able to bring in balanced, hold-the-line budget at a time when the village is bursting its br- itches with unprecedented growth and when the demands on Village funds are ev- er increasing. * é At Kinnaird, residents will no doubt be happy with the two-mill tax cut but this newspaper has some doubts as to whether or not it was a wise move. It is a popular move to cut taxes and an unpopular one to increase them. We hope that it won’t be necessary to start the upward climb i in taxes again next year. Kinnaird, residentially, is growing at a faster rate then Castlegar and lacks the large number of businesses that Castlegar | has to supplement village.coffers. Last year, for instance, Kinnaird collected $1,874 in trade licence fees while Castlegar collect- ed $7,717. The village council at Kitinaird is con- sidering building a municipal office and an addition ‘to the two-man village crew has been suggested.
