A couple of days ago we stated that if indi went for ything, there would be a difficulty in the business of- fice of our morning contemporary, which they could not settle for $11.65, that being the sum that sheet rushed into print about a trouble we had. Several persons have asked us what we meant, and what the indications we re- ferred to were. The difficulty we re- ferred to which might come to that paper was that some of these Monday mornings their bank account would probably not be large enough to pay the weekly bill. The indications that sug- gest such a state of affairs are the fact that although they are accepting ad- vertisements at any and all prices they can get, they have not been able to re- tain their home patronage. Take out the railroad ads, the outside town ads, and their “pluggers,” their income would not much more than be sufficient to flag a bread wagon. If it was generall know that their expenses per month reach the exorbitant figure of about $2,200, and the income cannot possibly exceed one - half that amount, the great wonder would be how they have managed to hold on so long. The Miner is really a very excellent newspaper tor so small a field, and if it was not for the unwise its catering to cor i and the senseless, unsound editorial conduct of the sheet, a different state of affairs might exist. We think it is gen- | erally understood that the Recorp is neither jealous or envious of the morn- ing paper. Truly, we would much pre- fer to see it meet with that degree of success which would enable it to hold the morning field. We are more than content with our selection of the even- ing field. Although we occasionally point out their folly and weakness, we do not wish to be understood as wishing them any financial distress. Of course, it is a great mystery to us how they can manage to meet their financial obliga- tions, but the fact remains that they have so far been able to do so. It has been suggested tuat they were being held up by aspiring politicians, but we can hardly give credence to such ramor, for we cannot understand how any poli- tician could be so foolish a3 to invest so much money for anything there ‘oo | NESS men here to continue paying the the rents were made reasonable, 26 If the landlords of Rossland du not uct upon the suggestion of the Recor» and voluntarily seduce the rents, it is only left for the tenants to have a meet- ing and tix them for themselves. The matter may and no doubt will regulate itself, but it will be too late to save destruction to many firms who could remain in business if ROSSLAND CITY BY-LAWS. Streets AND SIDEWALKS TuEREON. AND THE TRAFFIC BY-LAW NO. 9. 1. No person shall encumber or in- jure any sidewalk, road, street square, alley, lane, bridge, wharf, or other cgm- munication within the City of Rossland with any animal, vehicle or by any other means, or erect. place, maintain. or al- low to remain therein any building or structure whatsoever; Provipep auways that this_ section shall not prevent merchants and others from the removing of goods, wares or ise across any sid with all reasonable despatch for the purpose of taking in and delivering the same; AND PROVIDED ALS8o that this section shall not extend to the occupying, in accordance with the provisions of this by law, but not otherwise, of a portion of the sidewalk or street for building purposes. 2. Where any house or building is being erected, built or repaired on the line of any public street or way or within seven feet thereof, there shal! be erected a boarded fence six feet high, to en- close the sidewalk allowance in front of such building to the width of six fect and outside of such a tence a planked pathway shall be laid at least four feet wide, for the convenience and security of the public; or it shall be lawful in- stead of such fence ar pathway, to plank over the whole of the scaffold at the height of the first floor above the ground and to enclose such scaffold at the same height at least eighteen inches ali round above the level of the planked floor aforesaid ; the sidewalk of the street be- ing left free for the public use; and it shall be the duty of the person, build- ing or repairing such house or building and the contractor or other rson em- ployed in doing the work, to sve that the provisions of this section are carried out. 3. No person shall place any lumber, stone, chips, shavings, rubbish, or other building material whatsoever on any sidewalk; and when buildings are being erected on any street no person shall be allowed to occupy more than one-third of the roadway with any such building material where the roadway is not occupied by any street railway; and in that case not more than one fourth shall oceupied by the building material, and no p‘rson shall place any stone, lumber, or other building material in such manner as to obstruct the free pas- sage of water in the drains, gutters or or permit any such building material to remain on the street any longer than is, in the opinion of the Board of Works, absolutely necessarv for the erection of + to buildings which must be erected in accordance with the provisions of any by-liuw regarding fire limits. % No perron shall pluce, hang’ or suspend a sign at any lesser height than 9 (nine) feet. from the sidewalk, or con- tinue any such sign not in conformity with the provisions herein laid down, No person shall injure or destrov any ornamental or shade tree, shrub, lamp, lamp post, fence, railing in or up- on any public ground, ‘street, alley, or other public places, or upon any private preamises, ll. It shall be the duty of any occu- pant of any building fronting on any street within the City, to keep the side- walk in front of such building in a prop- er state of cleanliness, and no such oc- cupant shall place the sweepings or arches trom his premises on the public 8 pete a ‘i No person driving any_carri or other vehicle drawn by a horse 2 horses, or other animal or animals, or viding upon any horse or other animal on any of the draws or bridges within the City, shall cause, suffer or permit the horse or horses, or other animal or animals which he shall be so driving or ri ling to go at a faster rate than a walk. 13, Every verandah, sign, doorstep, rch, railing or other erection or ob- struction projecting into or over any road or other public communication within the City and not erected in compliance with the provisions of this by-law shall be re- moved by the proprietor or occupant of the property w:th which such projection is connected, after fourteen days notice in writing requiring the removal thereof shall have teen given to such pro- prietor or occupant or Jeft for him on the premises by or under the authority of the Board of Works; and in case the Pp i or such prop shall neglect or retuse to remove such projection for seven days after the ex- piration of such fourteen days the same may be removed by or under the direc- tion of the Board ‘of Works at the ex- pense of such proprietor. 4, Every person who shall excavate for the erection of any wall or building or for any other purpose, near to any street or highway within the City, shal put up a good and sufficient protecting railor plank along the line of such street epposite to such excavation and maintain the same so long as may necessary to prevent danger to persons travelling along such street or highway or their horses or vehicles. 15. The owner and occupant of every house or building adjoining any street or highway within the City shall have, maintain and keep tight covered water spouts, by which the water shall be conveyed irom the roof of such house or building to the distance of not less than tweive inches beyond the outer edge of the sidewalk where the water is brought down adjoining the streets. 16. No person shall have or maintain a gate or door to or upon premisesowned or occupied by him which shall 60 constructed that the same shall swing over any sidewalk, street, within the City. 17. No person shall throw or pile cordwood, firewood or coal upon any paved, or planked sidewalk within the City or saw or split cordwood or fire- we upon any sidewalk within the City. 26. No person shall throw or pile or cause to thrown or piled upon any street within the City, so asun- necessarily to obstruct the passage in the same, cordwoo i, or firewood or coal, except for the purpose ot the same be- ing delivered at premises owned or oc- cupied by him opposite to which the same be thrown or piled or for the use of the person owning or occupving the same; and no person shall permit such cordwood, firewood or coal to remain upon the street for a longer time than two hours, or go as to obstruct the free use of guch street. 27. No person shall make or prepare mortar in any street or publi: square in this City without permission from the Board of Works. 28. It shall not be lawful to gather in crowds on any sidewalk or in any _¢treet within the City so as obstruct travel therein or encumber the sine and three or more persons ehall not stand. in a group or near to each other in such 8 manner as to obstruct a free paszag for foot passengers on any street or side- walk within the city, after a request to move on made by any member of the police force or any other person duly authorized by the Mayor or any Alder- man. 29. Whenever, during the winter sea- son, snow or _ ice shall accumulate on any of the sidewalks or verandahs 1n the said city, or any portion of them, it shall be the duty of the person owning or occupying, or having charge of the house, building, or lut of ground before which such accumulation as. aforesaid shall be, to clear the said snow or ice from off the sidewalks or verandahs before the hour of eleven o'clock a. m. following next after the snow fall, Should the person owning, occupying or having charge of any house, building, or Jot of Jand, neglect or refuse to comply with the pro- visions of this clause it shall be the dut: of the Chief of Police to cause the work therein ordered to be done at the ex- pense of the party guilty of such neglect or refusal. 30.
