The settlement of the labor troubles in the Slocan district has been a natural source of gratifica- tion throughout the province and among mining investors through- out Canada. But, through miscon- ception or design, the conditions under which the settlement was reached have been obscured and in some places misrepresented. For instance, the Vancouver News-Advertiser, which is the or- gan of Mr. Cotton, the minister of finance, poes out of its way to as- sert ‘‘that the statutory establish- ment of a miners’ eight-hour day was neither the main nor the sole cause of the dispute, now in course of settlement. The controversy rather concerned wage rates, and and also hinged on the question of the extent of recognition to be ac- corded to organized labor.” Now. the fact is that there was no labor union to recognize and there was nodispute asto wages prior to the passage ofthe eight-hour Jaw. ‘After the law was passed, and stirred up agitation, the organ- ization of miners’ unions in the Slo- can began. In. consequence of the compulsory reduction of the hours of-labor:to eight, the mine-owners proposed a reduction in wages from $3.50 to $3 for miners, with a pro- portionate reduction for other classes of workmen. Indeed, one of the most vigorous advocates of the new law, A. G. Fraser, of Kus- konook, in. writing to Minister Hume on April 13, 1899, directed his. argument to those miners who niary loss to him. < ‘The gap:be- tween the customary wage -and-the legal working day was created. by the’ law, and it took the mining community nearly nine months. to. decide who should pay for filling it up. All other questions in dispute grew out of" this.
