They start on thé assump- tion that mining is not a. business but a gamble, and that the particu- lar gamble they are going into is a sure winner, When they lose their money, as they deserve, they turn around and say the whole business is a swindle and go to the opposite extreme of caution, Yet if any man were to invest in any other business with the same reckless disregard of business principles, these same peo- wall be made to Uh of the Province of Brittsh Columbia at ity next seasion for anact to fneorporate ao company with power to construct, burtd, equip and operate tramways tn the ts $e of Kootenay and Pre Brinah Colauvbla tor a ple would be the first to him.. REDUCED TO IMPUTENCE, The Semlin government has been saved for the time being from the deteat which is evidently impending. A change of one vote to the side of } ition would put it in a minority. Thus it is at the mercy of any one of i members in a full ‘The ‘simultaneous absence of any | two of its supporters from ‘a sitting’ at which all the members of n are present, would me effect, It is power- les$ to accomplish anything for its Qwn credit or the good of the pro- vince and therefore. has no excuse for prolonging its useless life. ~ 'The ‘people of British Columbia elect representatives to the legisla- ture for'the: purpose of passing laws for their benefit and their only use for a inet is to carry on their business and_ initiate legislation. The-goveriment has sunk to such a |- position that it is incapable of ren- dering a valuable equivalent for the money, expended on it and the legis- lature. . The only rational way out of the difficulty is to dissolve parlia- ment andto go the. country for a new expression of the popular will. It may reasonably be expected that after the recent experience, this will result.in a decisive majority for one ~ party 6r another, which will thereby be enabled to transact the people’s business and legislate for the peo- ple’s needs. _ Mr. friends appear to that these are the ‘purposes for which they were put in: office, and have transformed the legislature in- to a wrangling debating club. A CRITIC CRITICIZED. The London Critic has brought down upon‘itselt the righteous con- ation of the British Columbia ig Record by an article warn- ‘erties in this province. He inti- “mated that ‘‘men with wild and “tamie cats, with Golden Caches and Ontario’ Rainy Rivers, have. been waiting for any hint ‘that would give | t them a decent, excuse to unload up- .on the parsons and. widows,” etc. ; Then he makes a sweeping charge that British Columbians persist in " calling Prospects mines and again _urges them to develop. : The Mining Record agrees that we must first develop our mines and then says: “‘But—and. this-is where the En- glishman misses his opportuity— while British capital is waiting for us to develop our mines the Ameri- can speculator Steps in’ and Picks out thé plums.” ‘It goes on to “read the riot act” |" tothe few Britishinvestorsin this pro- vince foralmost invariably displaying the most woeful ignorance’ ‘‘or dis- reg di “the first elem ary and fund: 1 principles of ass.” Te specifies Stheiela these faults are committed and gives the Americans of the west credit not only for knowing more about mining but for being ‘sn their own way more cau- tious, * * * .* not the deadly apathetic cautiousness which has so stultified British enterprise in all directions.” It concludes by say- ing that the British failures number 80% as against, at the outside, a failure’ of 20% of American-promot- ed mining enterprises in Western Canada. The Minin ig Record has hit the najl on the head, but its remarks |} a0 way round?” there is a greater crop.of fools who are ready to be victimized by them. Itis a pretty heavy load for the legitimate mining men to stand up under, but they seem to have no way of escupe. EDITORIAL NOTES. Fire last night seriously damaged the McMillan building on Columbia avenue, ruining most of the stock of Kimball, & Jones gent’s furnish- ers, who occupy the ground floor, and doing slight damage to the Bank of B. N. A, and Crow & Mor- ris's cigar store. The alarm was sent in at 9:20 p. m. from box 16, after the fire had been blazing through the roof for 10 minutes, and in less than 40 sec- onds the fire department was on the ground. The flames had then gained EWERT BROS| : CAA JEWELERS & ENGRAVERS. FINE WATCH REPAIRING. Slight damage was done by water to Crow &. Morris's cigar store. The damage is estimated at $250 to the building, owned hy A. F. McMillan; and $100 to the Bank of B. N. A.
