The position taken by the president of the board of trade, that British Columbia should quote her own stocks and thereby fix the prices is correct. Itis folly for the owners of stocks to hope to escape the conse- quence of having their stock quoted in Rossland, while the exchange in Spo- kane is in operation. Those opposed to the exchange claim that the depression in mining stocks is wholy owing to the exchange. The Recorp thinks different- ly. The primary cause is that of over capitalization. Another is that treasury stock has been sold on many different occasions for a much higher price in the east than it could be bought for in Rossland. Again, there has not been any phenomenal rizes in the prices of cheap stocks, so their bas not been much excitement in the mining stock market. These are the true causes for tha de- pression in the mining stock business. It has not been caused by the stock ex- change quotations, as claimed by those who are fighting it. The stock exchange may have pre- vented promoters from selling treasury stock at a figure asked, and a price above what the true merits of the prop- erty would warrant. Even the parties interested cannot very well afford to argue against an exchange upon those grounds. Iftreasury stock cannot be old for one price, it must go at another. No one who has the interests of the Kootenays at heart can take a different position. The Kootenays, as a mining spent groppling with stern realities. There is not a citizen in the town but that has a mortgage on his time. is nota citizen in the town but has some part of the day he can call his own, but the mayor is everybody’s servant, and preforce, must answer to the beck and call of every pityful public whim. The letting of the contract to construct the Crows Nest Pass railroad, as an- nounced from Montreal, by the C. P. R. company, will put to rest all specula- tion as toits being built, and at once too.
