The only opposition to the fishway at the three-hour meeting attended by Inonoaklin was Monday night in Edgewood. According to a draft report on the impact of the fishway, the issue stems from 1967 when B.C. Hydro con- structed the Hugh Keenleyside dam. ‘The dam flooded about 30 per cent of spawning areas” for sport fish, sig- their and the quality of sport fishing in the reservoir. Key wildlife winter range sites were also flooded which reduced deer and elk populations and resulted in a sig- nificant decline in hunting opportun ities in the West Kootenay. B.C. Hydro's Conditional Water Licence authorizing construction of the dam contained a clause requiring Hydro to restore the losses to both fish and wildlife. Hydro recently committed $3 million +e toward a fish and wildlife program to offset losses caused by flooding, plus $1.5 million worth of lands around the reservoir for wildlife habitat. The Ministry of Environment accepted the offer and has allocated $2 million to support fisheries manage ment and $1 million for wildlife management. According to the ministry, the most economically and biologically efficient means of replacing lost sport fishing opportunities is through constfaction of a $1 million fishway on Inonoaklin Creek and expansion of the Hill Creek hatehery on Upper Arrow reservoir. According to the environment min. istry, conservation groups in Nakusp, Castlegar and Trail have expressed oe support for the Inonoaklin aor the Inonoaklin Valley also supports the most important agri cultural economy in the Arrow basin. There are presently 1,068 acres authorized for irrigation — mainly for alfalfa hay production — and potential exists for expanding irrigation if more water was made available. During development of the fishway -oposal, local residents raised con shies about the potential effect of the fishway on agricultural development in the valley. The major concern was water for future irrigation. The Ministry of Environment and the Ministry of Agriculture and Food jointly studied the implications of the fishway on present and future land and water uses in the watershed, related to agriculture and fisheries. ‘And the ministries came up with three alternatives for managing water in the Inonoaklin Valley. The Ministry of Education gave verbal approval to the bid Monday. The district’is still awaiting final approval from the ministry before proceeding with the project, but Dascher said Verigin Construction will move onto the site Monday. It was the second time the board tendered the project. The board was forced to retender the contract after former education mini ster Jim Hewitt ruled that the fair wage clause included in the contract was “not consistent” with provincial government legislation. The board rejected bids of $938,000 and $1.2 million from West Kootenay contractors in June because they were well over the $849,000 budget the ministry approved for the renovations. Verigin Construction’s low bid was followed by the bid from William Berg Construction of Castlegar at $956,700. Fame Construction of Trail bid $996,257. The renovations will include an addition to the school gymnasium 4 new physical education storage room, a new weight training room, and a new staff room. There will be complete renovations to the shower and changerooms, along with renovations to the learning assistance room.
