(CP) — Public safety should be the first priority when the Can- adian Transport Commission rules on whether manned cabooses should be elimin- which volunteers deliver food to the elderly in their homes — is coming under scrutiny. Meals on Wheels “is not well structured and exists without or proper guidelines,” says Magdek Krondl, associate professor in the University of Toronto's nutritional sciences department. Krondl, who is studying food assistance programs for the elderly, says she is not trying to undermine the valuable service. But if Meals on Wheels is to encourage the elderly to remain in their own homes, guidelines on nutrition should be set, she says. RED CROSS BEGAN Meals on Wheels was started more than 20 years ago in Brantford, Ont., by the Red Cross, after it studied similar projects in England. Numerous agencies, ranging from Kiwanis clubs to church groups, now offer the service in local communities across the country, including . The midday meals are prepared in hospital, church or community centre kitchens and delivered by volunteers to clients. Each meal — soup or juice, a main course, roll, dessert and beverage — costs about $4. “The Canadian program is not as structured as it is in the United States,” Krond! said in an interview. “There, it has state support. But only half the agencies here are even incorporated.” She said the Ontario Community and Social Services of Meals on Wheels for Co-ordinated Services *~ Jewish ‘ing no food from outside “The findings will be used to identify the strengths and of existing food: progr as well as awareness and accessibility of these services,” she says. It’s hoped the findings will lead to better nutrition and ““should contribute to continued independent living of many seniors.” HELP WANTED For 36 Bed L.T.Cc. Ministry is concerned about the lack of It is studying the entire operation of Meals on Wheels, from the standards of food preparation and nutrition to the way food is delivered. The study was requested by Meals on Wheels Services of Metropolitan Toronto and several Toronto ated, says La- bor Minister Grant Schmidt. “Safety must be the first consideration,” Sehmidt told a three-member panel this week during the last of three days of hearings by the com- mission's Railway Transport Committee. The minister reminded the panel of previous submis- sions by municipalities and unions that computerized end-of train units cannot take the place of conductors. Schmidt, whose “depart ment is also responsible for emergency planning, said an average of 10 rail cars filled with dangerous goods pass through his home consistu- ency of Melville in southern Saskatecbewan every day. Both CN Rail and CP Rail have applied to the com mission to replace the fam iliar bright-red cabooses with computerized end units which would relay informa tion to engineers sitting in their locomotives. But, although the railways say the change won't mean the loss of jobs for conduc tors, Schmidt said it is widely perceived as a first step to ward eliminating crewmen. Forest Hume, lawyer rep. resenting CP Rail, has said during the hearing that tests have shown computerized end units can be as safe as cabooses. Doing away with cabooses would also reduce railway costs by about $60 million annually, he added that provide h services. RISKS POSSIBLE Krond! said that without standards, Meals on Wheels could be leaving itself open to problems. “What if there was a salmonella outbreak? “The food sources are not always of the same standard. Some are prepared in hospitals, others by handicapped and church groups.” Last summer, Krond! and four students from the university conducted a pilot project to determine the nutrients provided in meals to 17 clients of Meals on Wheels in Toronto. To balance the study, the team also surveyed a control group who did not receive home delivered meals. All the subjects were women, 75 years of age or older, and lived in their own homes. Krond! said the results showed that of Meals on Wheels were better off nutritionally than those without, although there was a lack of calcium in both groups. NEED VISITORS However, Krondl said that it was common to see recipients use the program not for its food, but for socializing. “When I went to distribute the meals I was shocked by the loneliness of many of the recipients,” Krondl says. “The need for companionship for many of these house-bound people is so acute.” Indeed, the volunteers often shop for clients or take them to doctor's appointments, says Golda Stern, chairman Cartoonists to protest war toys time when we are supposed to be celebrating peace, it seems insane to turn war into a Christmas present.” More than 40 editorial car toonists, including nine Pul itzer Prize winners, plan to take part. The cartoonists have agreed to draw anti-war-toy cartoons for editorial pages Dec. 10-24, Staake said. ST. LOUIS (AP) Many of the best-known U.S. edi torial cartoonists plan to use their newspaper and maga zine spots to protest sale of war toys at Christmas. “Our cartoons ask America to put Gumby, not Rambo, under the Christmas tree,” said Bob Staake, a St. Louis free-lance cartoonist who is organizing the effort. “At a © Pertect © Pertect longer living at home will announce your gift. for friends or neighbors who have moved away An attractive Greeting Cord Santa Says: Say Merry Christmas with a Gift Subscription to the Castlegar News * Pertect for a relative who has an interest in Castlegar and its growth for a son or daughter no * Pertect tor friends who may want to move here Phone i" orders.
