Valley man
threatens
legal action

Some Slocan Valley residents think the
Regional District of Central Kootenay knows
more than it cares to admit.

A helicopter leased by Victoria-based Sky
Photo buzzed the Valley May 7, allegedly fly-
ing below legal altitude levels while snapping
photographs of various properties.

Zak Ackerman of the Slocan Valley Con-
cerned Citizens Forum believes the RDCK is
behind the fly-by, saying it’s all part of the dis-
trict’s plan to have the controversial unsight-
ly property bylaw:passed.

RDCK chairman George Cady scoffed at
the accusation, saying Ackerman’s claims
border on the ridiculous.

“We’re not involved in any way at all, and
I’d like to make that clear to your readers,”
Cady said Tuesday.

The district’s board of directors gave Un-
sightly Property Bylaw No. 923 three read-
ings and adoption March 26, and then
shipped it to Municipal Affairs Minister
Robin Blencoe for final approval. Since then,
though, the bylaw has been removed from the
minister’s desk.

Area H director Bob Barkley asked the
RDCK to rescind the third reading May 9, al-
lowing him to take the bylaw to his Adviso-
ry Planning Commission for some fine tun-
ing. But Ackerman says the CCF is being
shutout of the discussion, something which
has him less than impressed with the RDCK
and its Area H representative.

He said efforts to have the CCF and other
Valley residents included in the fine-tuning
process have been meet with resistance,
prompting him to question the entire proce-
dure. Not trusting of the RCDK, Ackerman
said he will pursue legal charges against the
Sky Photo pilot for alleged violations.

He said a legal case may. force the RDCK
out of hiding.

“I want to find out who really ordered it
and why,” he said.

Sky Photo president Gary Ramsey said his
company isn’t working for any government,
including the RDCK.

“We're just a small business doing an en-
trepreneurial thing in B.C.,” he said from Vic-
toria

Cady says he wishes the accusations
would just stop. ‘

“This isn’t right,” he said. “We’re not do-
ing anything like that and we would never do
anything like that.”
