The vigorous action of Mayor Goodeve to put a stop to gambling in every form cannot but meet with the approval of those who opposed his election, and supported Hector McPherson, for whether sincere or not, that gentleman was pledged to the very measures which have now been adopted. © Had the mayor taken this course before the elec- tion,he would have been open to the criticism that he was aiming at po- litical effect. Had he desired to wink at the evils assailed, he could have delayed action until the new police issi were app ed and shuffled off the responsibil- ity on his colleagues, or on the pro- incial government. If the expe- rience of last year is any criterion, “this would have given the gamblers several months immunity from po- lice interference. The mayor chose to do neither of these things. Ala time when there is no political end f6 serve‘and when he is the sole person responsible for the execution of the law in the city, he has boldly gtaken the straightforward course and assumed the entire responsibil- ity. Of course the Miner had to find fault with something in connection with the mayor’s order. It dared not do anything but approve his course in regard to gambling, but it picked “holes in his order that -the. Interna- tional music hall must be closed at midnight. Its plea that miners may want amusement of ‘the kind fur- nished by that house after midnight 3s ridiculous, as any man acquainted with the: facts must know. The shift which goes to work at 3 p. m quits work at 11 p. m., not at “12, as the Miner says. By the time the men, have washed, changed their clothes and had their supper, they arg in better humor for sleep than theaters, and they prefer to seek recreation in the morning, when they rise refreshed. ‘I'here is no class of men whose opportunities of reasonable recreation are cur- tailed by. the mayor’s regulation. The music hall is a licensed place, subject to public control, and the mayor was well within his author- ity in issuing the order, which ‘ap- plies to the. music’ hall alone and not to any other part of Mr. Klock- mann’s house of entertainment. FRENCH-CANADIAN LOYALTY The disloyal utterances of La Semaine Religieuse, as represent- ing the opinion of . French-Cana- dians, has called forth a vigorous repudiation ‘from Mgr. Begin, the archbishop of Quebec. He quotes a declaration made by himself in the cathedral at Rouen, in which he said of his Canadian’ compatriots that ‘while retaining affection for our old mother country, we were happy to.live under the shadow of the British flag, and that we inhab- ited one of the finest countries on earth.” . Continuing, Mgr. Begin says: “As may easily be seen, history has repeated itself from the "cession | # of Canada to our days, and it will repeat itself so long as there will be a Catholic bishop in our Canada. If éver—which God forbid—the ques- tion of annexation to the United States: should seriously arise, it would be a cutigus thipg to observe it will the ce Fine Hottled Goods. It is estimated that. the Ottawa route would have a traffic of 5,000,- 000 tons at the start and that by it wheat could be carried from : Chica- go to Montreal at three-“cents per bushel.
