By OTTAWA (CP) ~ Sam Hughes looks « bit uneasy for | a moment when you first mention the word lobbyist to him. He's president of the Canadian Chamber of Com- merce and, as such, he's also a lobbyist — and s highly effective one, at that. The trouble is, he says, many people think of a lobbyist as a purveyor of booze and broads to government officials who can be bought for a night's high living. “It doesn't work that way,” he says with a grin, “except maybe in some of the more lurid Washington novels. “What it means is that you try to make sure people realize the members you speak for have a view on issues, lobby and you try to get that view across as clearly as possible.” The chamber, with 145,000 members in all corners of Canada, often is called the country's biggest business Canadian market for short-term United States invest. “There's mor tanta" eye utes. “We're a kind of bridge between What wo nop a0 being in the public interest and what's good for busin 7 He lived in New York’s"Greenwich getting married and moving to the suburbs, “New York. and the work was exciting and “Otherwise,” he adds with another grin, “why would we bother talking with the NDP?” Hughes got into his high-profile post almost by accident. A native of Toronto and a graduate of Upper Canada College and the business school at the University of Western Ontario in London, Ont., he started his career in high finance. He joined the investment firm of Greenshields Inc. in New York and spent 10 years there, helping develop the ment. ig, but suburban life really got to us. Personal values got all distorted and when I got a chance to move back to Toronto I jumped.” He joined Dominion Securities"Ltd. and became a director in charge of government financing. CUTS DEFICITS “It's kind of ironic. There I was going around saying to governments: ‘Borrow more and we'll arrange the financing.’ Now with the chamber I'm telling them to cut their deficits.” Hughes became boss at the chamber in 1975 after a small group of top business executives decided it should be a more forceful voice in the country, and he found himself nominated to do the job. | wi “ 8 ‘} ats ‘Village until move Hughes orchestrated, because he likes to be where the powér is. Every night, he jags home a briefcase full of work — “my wife calls it my security blanket.” He and his wife have a gon and two daughters. The son has followed him into Western's business school. Relaxation? The Hughes like to retreat when possible to a cottage in the Muskoka district of Ontario. “And then,” he adds, “there's always my security blanket. There's always a letter there from a member that needs an answer.” ROYAL BANK PROFITS JUMP 15 PER CENT MONTREAL (CP) — The Royal Bank of Canada re ported Tuesday that profits rose 15 per cent to $129.2 million, or $1.30 a share, in the three-month period end ed Jan. 31, compared with profits of $112.4 million, or $1.22 a share, a year earlier.
