BROWN There are three levels of government in Canada. On the most powerful level there is the federal, then the provincial, which is the next most powerful, and finally, the least powerful, is the municipal or local government. Because of the many services provided by the municipal government to us on a day-to-day basis, I believe that municipal government is-the most important level of government. The services that the municipality provides are: sewer systems, water systems, fire protection, city roads, police protection, garbage collection and parks and recreation. Municipal government is also the most democratic of the levels of government, it has been referred to as “direct government; that, our elected representatives live close at hand (in our community) rather than being in Victoria or Ottawa for part of the year. In order to provide us with many municipal benefits, the municipal government needs revenue. The sources for this revenue are: property taxes, personal property taxes, sales taxes, amusement taxes, licenses (business) and transfers from the provincial government. Property taxes are the most important single source of taxation revenue for the municipality. In fact, despite the seen as unfair. A scientific and uniform assessment is the key to a suitable property tax. Sales taxes create drawbacks unless necessities are exempted, which makes it hard to administer, and are only satisfactory if the tax covers the whole of a metropolitan area. Amusement taxes don't have as many drawbacks as sales taxes and although they only generate a small amount of revenue, amusement taxes still help to make the municipality less dependent on -the province. Business licenses also create revenue for the municipality. People have to pay a certain fee once a year to run their business in the municipality. A final source of revenue for the municipality is transfers from the province, which are direct grants from the province. I believe that municipal. government is the most important level of government. The first Easter, you see, was not all over in one day I know that’s how we treat modern Easters. The bon nets, bunnies, church, and chocolates all have one day, then it’s all over. Now Christmas, that's dif. ferent. Christmas starts some time in October and ends only after the after. Christmas sales. But we give Easter just one day. That's not how the first Easter happened. Jesus did not appear alive to the dis ciples on Easter Sungay only, “After living among you as a student... I now understand what it means... and then they lived happily ever after. It didn't happen that way at all. Read carefully the ac counts in the Bible, and you'll discover that Jesus appeared alive to the disciples over a period of several weeks. Over 40 days to be precise. Read carefully the ac. counts and you'll notice some thing else, too. It took quite a while, probably several ap. pearances, to convince the disciples that Jesus really had risen from the dead, that their eyes weren't bad, and their minds not playing fan tastic tricks on them. The disciples were at first skeptical about Jesus being alive again. It took time to convince them. That's one reason I can be- lieve Jesus did rise to new life; because the disciples didn't believe it, at first. They weren't goinjg to be fooled. They needed to be convinced. And Jesus convinced them, over a period of many days. That's one reason Easter should be celebrated over many days, which is what some churches do these days. In our church we try to keep Easter going at least until Pentecost. The main reason for keep- ing Easter going is that it's the biggest event of the Christian year, and therefore should be celebrated again and again. It deserves more time and attention even than Christmas, for Easter is THE greatest news to have come to this earth. So, I say again, even in mid-May, Happy Easter!
