Regulating liquor ads for television: A robust young man drives his car along a wintry country road and a jingle tells us he is “head'n north.” He spends the day ice-sailing with friends. At day’s end, he and his friends wash down a hearty dinner with a few beers. It didn’t take long for Ken Stewart, the civil servant who approves or rejects liquor advertising for B.C.'s airwaves, to toss out that ad. The problem, said Stewart, is that the viewer could draw the conclusion the main character will and drive home the same evening. : He told the advertiser to go back to the drawing board. The advertiser changed the lyrics of the jingle to “Head'n north, gonna stay the night,” Stewart approved. the ad. : Stewart, deputy general manager of the liquor control and licensing branch, has the job of enforcing the regulations that tell liquor advertisers how they can and cannot promote their products. ea Last year and provincial government lifted a 10-year ban of beer, wine and cider g on the drink beer I make a decision it’s always subjective but it is clearly within the spirit and intent of the regulations,” he said. But some say the regulations are not enough. Groups concerned about the social and health damage caused by alcohol object to advertising showing alcohol as part of the good life. They also say there are too few ads warning of the dangers of alcohol abuse. New regulations were brought in to ban advertising that glamorizes alcohol consumption and require the ads to h and ility. Broad ers also must run a certain number of educational that warn of the dangers of alcohol abuse. Distilled spirits still are restricted to the print medium. Some consider Stewart a censor, others as an arbiter of propriety. Either way, Stewart is the first to acknow- { fesees that he deals in fine lines.
