BS CASTLEGAR NEWS, September 7, 1983 The high-tech revolution: can we cope? GOVERNMENT STUDY SHOWS: sss Unleaded gas may contain lead OTTAWA (CP) — The un- leaded gasoline you buy at premium prices may be-con- S| taminated with enough lead to ruin your vehicle's cata- lytic conyerter, says a federal d by the society, but can Canada cope with the impact, good and bad? This story is a general look at the high-tech scene in Canada. OTTAWA (CP) — The high-tech is Department of- ficial. In the last decade Canadians have been i to the dep in 1982 con- tained more than the allow- able limits of lead, frequently in levels high enough to ruin the converter and to con- tribute to the serious health problem of lead pollution from car exhausts, said Joe Labuda of the department's oil, gas and energy division. D such high-tech wonders as home computers, video games, pay television, electronic bank tellers, robots, talking cash registers and watches that go beep in the night. Now they take thém in stride. But not all is“ fr brave new age. The same 10 years of changing technology have dealt a body blow to wiping out many of the jobs that gave Canada three decades of post-war growth and prosperity. Newfoundland’ and New Brunswick have the highest violation rates, the report notes. The violation rate in Newfoundland fluctuated be- tween 24.8 per cent in 1976 to 10.7 per cent in 1980. The violation rates in New Bruns- wick have been as high as 29.8 per cent in 1976 and 12.3 per cent in 1977. The problem of nozzle- switching is also a threat to a gains made in fighting pol- lution, said a recent report by the department's Quebec re- at independent gas stations, gion. possibly: becaiise ineerer: It ‘found 73.4 per cent of all DISCOVER decline significantly before the end of the decade. A confidential government study, leaked last spring, forecast that up to two million jobs will be wiped out by 1991, with a majority of the casualties in the manufacturing sector. The result will be a wider gap between rich and poor, harder times for women, natives and young people, and d such as crime, and family ‘break- -up, the study said. Former employment minister Lloyd A hy warned that Canadians could turn into 20th-century Luddites, emulating the factory-storming British mobs of about 150 years ago, if technology plunges ahead heedless of its impact on people. Labor leaders such as Shirley Carr, executive vice-president of the Canadian Labor Congress, agree the- outlook for workers is pncertain at best. But others are more optimistic. Robert Long, T says i for all its draw- backs, is the key to the future. Without it many more than two million jobs will be lost, he cautions. The Science Council of Canada agrees. The agency that such’as aided design and manufacture will continue to displace workers, as will robots on the production line and computers in the office. But it believes the good will outweigh the bad once Canadians adjust to the new economic order. “The day will come, and some speculate before the turn of the century, when many of us will work, shop, bank and take classes at a computer terminal in our homes,” the council says. 3 “Burglary and fire alarm services hooked into the cable-TV system, public information retrieval systems and home tutoring via special cable channels will be features of everyday life.” Canada was slow to acknowledge the high-tech revol- ution despite ample warning of its inevitability. When Canadian parliamentarians visited the Nether- lands last year for a first-hand look at its science and technology policies, their hosts were amused. Dutch policies are based on a 10-year-old Canadian Senate report that Ottawa ignored. 8 One sign of the scramble to catch up is pressure on uni- versities and other educational institutions to match gradu- ates with jobs of the future, a trend some educationists oppose on grounds of quality. Science Minister Don Johnston sees no alternative. “Young people who are graduating from high schools, or even primary schools, should be aware of the opportunities they will have, providing they take the right disciplines,” says Johnston. Astudy released last spring by his department forecast Msb demand for the balance of the decade in a broad range — head of the Canadian Advanced Ebi ANNOUNCEMENT FLORENCE (Saliken) RYAN Block Bros. In Ontario, 48 per cent of the stations checked had at least one improper nozzle. There is no federal’ leg- islation prohibiting the switch of nozzles and few provinces have adequate leg- islation to prevent the prac- tice, Labuda said. The problem could be min- imized, however, if Envir- onment Minister Charles Caccia follows through on recommendations to reduce the lead levels in regular gasoline or even ban all leaded fuel. he DSay So long summer.
