Free-trade deal
worries Montana

CALGARY (CP) — The average Canadian views
the United States as a giant neighbor, but from the
state-of Montana's point of-view,—it's Alberta that
Jooms.across.the border.

And in Montana, free trade is a big bogeymant
The state, which sharés most of its northern border
with-Alberta, is like a boxer who has landed on the
canvas twice and now fears free trade with Canada
will put him down for the count

Though it's the fourth largest U.S. state, there

Perhaps the smartest thing Montana could do
would be secede from the United States and become
part of Alberta, he joked

Most labor, business and political, leaders in
Montana opposed the fréetrade deal with their
northern neighbor.

RESOURCE BASED

The majetity of the state’s residents work in
resource industries, see little or no chance to shop
their products north, and have reason to believe
Alberta goods will be coming south.

A case in point is Scott Schnackloth, a welder at
the Asarco Inc. lead smelter in East Helena. The
99-year-old smelting plant is fighting for survival
from the newly modernized Cominco smetler in
Trail

Schnackloth wonders how much longer his job
will last, after Asarco management said the
free-trade agreement might force its aging smelter

to shut down.

Lobby groups like the Montana Coal Council also
have concerns about free trade

The council fears the trade deal will lead to more
imports 6f Canadian hydroelectricity from Manitoba
and B.C., reducing the demand for Montana fuel coal.

Some Montana cattlemen are nervous about
more Alberta beef crossing the border, while small
petroleum producers like Bill Vaughey fear their
prices, especially for natural gas, will be undercut
byAlberta producers.

On the other hand, two Montana businessmen
are among free trade's strongest advocates,

eventually mean more jobs in Kalispell.
