Frank Coffey, a Canadian observer from Kelowna, put it this why: "The Third World countries came here looking for more trade, not more afd, and they came wanting to be more independent, not more de- pendent.” , ‘The approach the devel- “oped nations have taken to- wards poverty in the past has been to render aid and as- sistance’ (within’ limite). “Aid and assistance is clearly Band- Aid when what is needed is a heart transplant,” according to another Canadian observer.
