The treatment overcame an abnor- mality in the immune system that per cent of the time. Several centres in the United States and Sweden have also been able to treat the immune system abnormality, other experts said. The treatment normally requires one injection, but some women re- quire a booster. No side effects have appeared in the babies, he said. Mowbray said his success rate de- pends in part on carefully excluding women with genetic or other prob- lems that cannot be helped by the treatment. Professional money managers say most parents have saved for univer- sity costs by buying government sa- vings bonds or salting funds away in bank accounts. But insurance com- panies and brokers now plan to begin aggressive marketing of a little known tax shelter called registered education savings plans. “With the rising cost of education, and the rate at which it's increasing, parents aren't as complacent about investments for education as they were in the past,” says Neil Taylor, a spokesman for the Investors Group, which started selling RESPs earlier this year. NOT THE SAME RESPs don't operate in the same way as the more familiar RRSPs. You are not allowed a tax deduction on contributions but the earnings on your investment compound tax free. When the student begins with- drawls, they are taxable but the stu- rapidly. Andrew Roblin, vice-presi- dent of Spectrum Mutual Funds, says if a parent put in $100 monthly, compounded annually at eight per cent over 15 years, he would earn interest of about $34,000. Withdrawals must be used for post-secondary education. If the stu- dent dies or decides not to continue beyond high school, the plan's inter- est earnings must be given to a post- secondary institution. Under federal tax law, contributions cannot be made for longer than 21 years. There are basically two types of RESPs. Under conventional plans, the contributions of all participants are pooled and contributors earn the same amount of interest. Investment decisions are made by the plans’ ad- ministrators. DEPENDS ON RATES The amount of money available for withdrawals depends on current rates of return and the number of contributors at any one time. Jim Leworthy of the Canadian Scholar- ship Trust Foundation which handles this type of RESP, said its average rate of return last year was 11 per cent. The main change in more recently introduced RESPs is greater flexi- bility. They offer several types of self-directed investments so the Person setting up the plan can be as security-conscious or adventurous as he chooses. The new plans allow contributors to name anyone as a benficiary and to alter the beneficiary at any time. The timing and amounts of payments to a student are decided by the contribu- tor and the student.
