CASTLEGAR NEWS, Thursday, April 23, 1959 TO RESIDENTS OF KINNAIRD A PUBLIC FORUM MEETING TO DISCUSS THE PROPOSED WATER WORKS BYLAW No. 123 WILL BE HELD IN THE KINNAIRD IMP. SOCIETY HALL ON TUESDAY, MAY 5, 1959 AT 8:00 P.M. . P. A, Smibert, Clerk, SELL IT WITH A CLASSIFIED AD War Against Forest Fires Throughout the length and breadth of British Columbia, the decks ‘are belng cleared in pre- paration for the Province's an- nual war against fire. On May 1, the 1959 Forest Fire Season officially comes into being and the war is on. The awful memory of last year's dis- astrous season {s still fresh in the minds of the Forest Ser- vice's 110 Rangers as they bring their fire suppression organiza- tions to fighting trim. Offices, and many other outlets throughout the Province, : “We can’t say at the present time what the 1959 Season: is go- ing to be like", a forestry offic fal ‘declared, “but we certainly have to prepare for the worst.” It is the most heartfelt hope of both the Forest Service and the Industry that things will nev- er reach the disaster proportions of the 1958 Centennial Fire Sea- son, By the time that season was at Even figures in this fight with fire, The most widespread and immediate effect of the start of this new Fire Season is that af- ter, midnight, April 30, burning and campfire permits must be obtained by the general public and industrial operations before they can Hight a fire for any_pur- pose within one-half mile of a forest or wood land. Permits are issued free of charge by Forest Service ‘officers, R.C.MP., Post October 16, by the Honorable Ray Williston, Minister of Lands and Forests, 4,120 forest fires had roared through the Prov: ince's “green gold"; over 2,000- 000 acres of forest and non-for- est Iand had been burned over; the Forest Service had spent a staggering $7,600,000 for fire pre- vention and suppression and the forest industries had laid out an additoinal $1,800,000 of their own money for the same purpose. At one period last year, 424 fives were raging throughout the Province on the same day and some 4,000 men were on the fire- lines, During the first week of August, fire-fighting costs of the Forest Service were averaging $100,000 per day! ~ Industrial and travel closures of the woods became a familiar phenomena during the summer of 1958, A total of 42 closures of different types were imposed during the Season, At one period, from July 17 to August 4, the entire B.C, coast area, from the International Border to the Alas- Season has been under way for the last several weeks, It is a large and complex job added to the already heavy burden of gen- eral forest administration work that loads down the modern-day Ranger throughout the year — fire season or not, By by special fire permits may be- issucd. The complex communications system of radio and telephone between the Ranger and his Lookouts, As- sistant Ranger Stations, and Dis- trict headquarters is brought up to peak efficiency, Every mile of telephone line is checked by _| hand so as to eliminate the pos- sibility of failure at the crucial moment. The Ranger revises afid im. proves on his master pre-organ- ization plan on which he lists his key contacts in industry in ease of fire, the availability of heavy equipment: such as trac- tors which are so essential to cutting fireguard, He checks or makes arrangements with sour- ces of food and supplies. He in- spects all mill sites where burn- ing has been carried out during the winter to see that the fires are either dead out or else prop- erly guarded. All logging opera- tions and wood mills are checked to see that their fire-tool supplies and organization comply with the regulations. _ Land clearing and slash bur-' ning operations must be checked and conditions agreed to where- ‘of the traiis to the Lookouts so they can be manned. by May 1. Whereas the areas around ‘the lofty Iookouts may hwell be deep in snow, a “flash hazard” can easily. exist in the valleys far below. Depending on ‘is location, the Ranger may also be requir- ed to line up the foreman and cook, for his special “shock troops” — the fire suppression crews that joln his‘ organization -Pulaskt}, -early:'in June.- These teen-aged. * crews of initlal action fire-fight- ers ‘ate’ spread across the south: fern part of the’Province:in-high- hazard areas. Their prime and. ‘almost sole function. is to attack }fires as soon as they can get a tegular crew on the line, Also, the Ranger must see to it that all the miles of trails, jeep roads, and other possible flre-access routes in his District are cleaned out and made pass- able for their vital role of get- ting fire-fighting crews to the fire with a minimum of delay. en British Columbia's fire-fight- ing forces, the unanswered ques: tion hangs heavy in every For- est Service office throughout the land — “Are we going to get a break?
