Heads or Tails, We Lose

(This week's guest editorial, reprinted from the Creston Valley Advance, covers a

favorite topic in
governments over hydroelectric power.)

Once again, Canadian and American
governments are haggling over Increasing-
ly-Important hydro electric power.

Premler Bill Bennett held meetings
with his opposite number In Montana and
the major Issue was power.

Seatile Light and Power announced
American sanction for ralsing the High Ross
Dam which will flood 5,000 acres of 8.C,’s
Skagit Valley and sald that. the ‘ball was
back in Canada’s court.’ Canada, of course,
has opposed the plan because of the flooding
which would spoll another wilderness area.

During eight years of negotiation
between the Americans and Canadians, a
major bargaining point has been that B.C.
could supply additional power to Seattle in
exchange for an agreement that the Skagit
would remain unflooded.

Meanwhile Premier Bennett has Issued
a dire threat: If the Ross Dam goes ahead
and the Skagit Is flooded, then B.C. will
probably cut off water to the Libby Dam by
diverting the Kootenay. One gathers that
the move would be strictly In retallation.

try but a tolerant country.
We'd like to believe in you, Joe,
if only we had some faint
understanding that you knew
something outside party, gov-
ernment and structure, Don't
mind us who work for a living.

entirely conceivable, please dis-

finger in the sky when passing
strikers who are carrying pick-
et signs,
