Over a year ago on December 8, 1961 I approached the Council regarding my water system. The boundaries of the Village ‘had been extended and I was in doubt ‘as to the status of my water system. I stated that an ex- penditure of $2,000.00 was required but naturally I re-| 5. quested your intentions so that my present and future capital expenditures, if any, would be protected. . Your reply stated that you were not, at that time (1961), prepared to set policy but did intimate that a pol- icy would be set in 1962. In your own words you stated “carry on as you see fit”. After your purchase of the Sherbiko Water System in 1962 for $11,000.00, ¥ again wrote you asking if by this action in 1962 you had set policy on water enti in the Village boundaries. You replied that you had indeed made Mr. Sherbiko an offer which was accepted ‘but that in my case you would consider any offer I might care to- make. At this stage, and after much adverse publicity on the value of my system, I replied as follows: © “You‘now request me to make an offer for consider- ation and yet in:the case of Sherbiko you stated;that the » Village made an. offer. Nevertheless, out of cur- iosity I requested a breakdown of your $2.000.00 amount. As you realize, my lot No. 10 could be sold at anywhere between $1,500.00 and 2,000.00. This was your reply: “No attempt was made to sep- arate this figure into evaluation of the two items since this was considered the maximum the Village could just- ifiably afford”. With this, you then made public statements that Eli Sopow had not replied to your offer, and erroneously stated that my source of supply was from the Columbia River which was polluted. For your information, my | source is from a : "It is interesting to note that some 20 residents. and water users of the Sopow Water System petitioned the Village to continue receiving water from my system rather than from the Village. I.am now in the process of installing new. pumps for greater water pressure to the users and also making necessary improvements for future operations. — I am now convinced that the Council does not desire| to deal in a businesslike manner and therefore request no further discussion on this subject. I-shall await further instructions from the ‘Public Utilities Commission, but I would like assurances that my investments both past and future are protected.
