For brazen effrontery and stupid indifference to the logic of events, the resolutions passed by the so- called people's: congress at Graaf Reinet, Cape Colony, are unsur- passed. The fact that the bond- ites, or members of the Afrikan- der bund, were the leading element in this congress shows that it was made up largely of the disloyal Dutch element in Cape Colony. These are the tellows who have been stirring up sedition against, the government, which granted them the freedom of speech they abuse by talking treason. They are the fellows who took up arms against the government to which they owe their freedom, and re- mained in arms so long as treason seemed likely to prosper, but sneak- ed back to their farms and hid their arms when British success put their necks in danger. ‘They are the Copperheads of South Africa, skulk- ing, cowardly traitors, on whom mercy is wasted. These traitors speak of “the un- warranted, intolerable interference of the ministry in London in the in- ternal affairs of the South African republics.” The home government did not interfere at all in the affairs of the Orange Free State until that state invaded British territory and attempted to annex it. Its extinc- tion as an independent state was a well merited punishment for its in- solence. As to the Transvaal, the home government demanded re- farms in response to a petition from thousands of British citizens for re- dress‘ot their wrongs. The answer bashed, a coliéession. which the loyal colonies of Canada and Aus- tralia have never thought of asking. ‘The recent speeches of Lord Sal- isbury and Mr. Chamberlain suffi- ciently prove that there is no danger that these absurd demands will re- ceive any attention, The demands themselves prove that the sections ot Cape Colony south of the Orange river and. west of the Orange River colony need a caretul weeding out under martial law, with strong gar- tisons in their towns. They also prove that Mr. Pretorius needs a voyage to St. Helena. THAT CANNOT BE HELPED in urging his policy of re-enacting the disallowed anti-Asiatic laws, Mr. Martin said: ‘If such action is irritating to the Dominion gov- ernment — well, that cannot be helped.” | Of course not; besides, if Mr. Martin works the Dominion government into a state of acute ir- ritation beforehand, it is so much more likely to disallow his bills. While.all this was going on, the for lack of a law to stop them. But that cannot be helped. “Fighting Joe” wants.a row with the -Domin- ion government and he must have it, even though British Columbia should be flooded with Asiatics while it is going on. EDITORIAL NOTES. What has Buller been doing while Roberts was doing busi at Asiatics would continue “to come in, Breater stride towards recognition of their claims, their just and right- eous claims, to have a voice in the legislation of the province, than if they were following blindfold as one mana leader, whose only claim to the support ct working men is that he heralds himself as ‘the working- men's friend. The Labor party have by the wisdom of their leaders escaped out of the Martin snare. They were among the first to ex- pose the personal self-seeking of his ives, and fhe holl ot his pretensions as a political re- former. * Rowe Blected Muyor of Portinnd By Associated Preas, Portland, Or., June 6.—Com- plete returns from the city of Port- land show that Rowe, Republican, is elected mayor by 1073 plurality.
