A very important change in the quarantine regulations of Canada has been made by. order-in-council, and. went into effect on Feb. 1. The act respecting infectious or con- tagious diseases affecting animals has been rescinded, except that portion of it referring to sheep scab. The order-in-council which has been made in accordance with the terms of an agreement between Canada and the United States con- tains new regulations of a most im- portant character. It places the whole of the quarantine service of Canada under the administration of the minister of agriculture. There are 21 quarantine station: , 10 ef which are in British Colum- bia at the following points: Koot- enay, Bedlingtun, Waneta, Fort Shepherd, Osoyoos, Huntingdon, Douglas, New Westminister, Van- couver and Victoria. This oflice and the citizens of this vicinity are constantly re- ceiving inquiries concerning this section of the country which are difficult to answer by letter, so the Recorp gives the following in- formation for the benefit of all: Rossland is situated in British Columbia, eight miles from the ional d line be- prospects. The Al- pine, a south extension cf the Mer- rey, opened by a 12 foot cut, upon which two men are working; the Hexahedron, northeast of the Mer- sey, developed by a 40 foot shaft, upon which three men are working; the Violet, an adjoining claim to the Mersey, upon which four men are working, the development consisting of a number of prospect holes of from 6 to 20 feet; the Ben Hassin, vorth of te Mersey group, the principal loca- tion on the mountaiu, developed by a 30 foot shaft and a 12 foot cross cut. The Arlington is located upon whet is known as Gold Hill, about three miles from the railway. It is develuped by eight prospect shafts, ranging from 30 feet to 6 feet. A force of men was worked upon the property np till December, The Canadian King, an adjoining location to the Arlington, is developed by a 50 foot shaft. The Jasper group is upon the same mountain and about the same distance from the railway. It has a 50 foot tunnel with some crose-cut- ting. Four men are working upon it. On Donald the Robt. pneumonia districts are pr entrance into Canada. A quarantine of 15 days shall be enforced upon all ruminants im- ported from countries in which foot-and-mouth disease has existed during the six months preceding such importation. It is reached frsm the north via the Canadian Pacific to Arrowhead, on the Columbia river; from there to Trail by steamer, and from Trail to Ross- land by the Columbia & Western railway. From the south, via Spokane, Washington, by the Spokane Falls & Northern and the Colum- bia & Red Mountain ways, Rossland has thirty five hotels, with bars, eating and lodging rooms, and a dozen restaurants; and all are well patronized. There are four weekly news- papers and two dailies. All other brenches of business are well represented, ‘The population is variously estimated from 6,000 to 7,500. Board and lodging at the ho- tels, $2 to $3 per day. Meals 25 to 50 cents. Furnished rooms, $3.50 to $7 per week. It is useless to write and ask if any particular business would payhere. Business men are fall- ing over each other to’ establish nearly every kind of enterprise, and all seem to be doing well. Everybody must be his own judge and take his own chances. While there is not work for all who inquire, most sober, indus- trious persons whe really wish to work have so far been able to obtain it. We would not advise any man toland here -‘broke” without friends, although many who have done so are doing well, Tis camp is not being estab- lished on tke basis of a pay roll at present. The populace is engazed, not only in working the mines and conducting the business of the town, but are buying.or bonding and dev elop- ing mining property; ; buying and selling real estate; building houses for rental purposes; pros- pecting and staking prospectors, Many are here simply looking on in wonderment. We believe it will go on and on until Rossland can boast a population of 50,000. After that it will probably settle down to a propcsition of a pay roll, but not for four or five years. There are millions of money here from all sections of the globe; but the principal investors are from the United States, with Canada largely interested. The history of the camp reads like a fairy tale, and the fabulous riches are scarcely excelled by the imaginary “King Solomon’s Mines.” We will not attempt to discuss the mines ina single article, as we have been writing about them for nearly two years and have not been able to keep up with them. The ore sbipments speak for themselves, The town has wou an enviable reputation for law and order. It is supplied with waterworks and electric lights. With today’s issue the Recorp closes the second year of its publi- cation. The first issue of the Darity Recorp was published on June 22, 1896. The Recorp was the first weekly and the first daily, this showing the confidence it had in the camp. These claims are located about 10 miles up the North Fork from the railroad. The Iron Cliff is developed by a 45 foot tunnel, and situated 6 miles from the railroad. The Concordia has a 40 foot tunnel, with two men working, and located atout 12 miles from the railroad. The Hammil has started on a 200 foot tunnel with a force of five men, and is located one and a half miles from the railroad. The Antonio is develop-d by a 69 foot tunnel and a 50 foot shaft.
