Standing up in his place with a copy of the Miner, that contained the first—and fortunately the last —blow to the bill, in his hand he asked ifthe government proposed to bring in a bill for the incorpor- ation of Rossland and cther towns, and ifso, what was the reason for it. Attorney General Eberta made a clear and satisfe 'y in yp reside upon the same, and as the population increases even a greater proportion of the residents will be found upon thesé lands. 2. For some time past the respect- ive rights of the railway company atid the Paris Belle Gold Mining com- pany have been in litigation and it would appear that a considerable time must elapse before a final de- cision as to the ownership of the land is reached, as its value is such that neither party to the litigation is likely to withdraw itsclaim until the decision of the highest court is given. 8 The railway company has re- cently, issued some 15 or more writs against. occupants residing on the lands claimed by the Paris Belle cum- pany and by the said Dundee for the purpose of getting possession of the jand resided upon by these occupants. A great many of the occupants are ious and willing to buy the lands reply, urging the necessity for im- mediate provision for sewerage aid the necessary fire apparatus. Semlin, the leader of the opposi- tion, also showed his willingness to oppose the bill, on the assumption that its provisions did not meet with the approval of the people of Rossland. The government, however, have not @ in their d to push the passage of the bill as a government measure. Fol- Jowing is the text ofthe petition which was handed in to the Recorp last evening too late for publication yeaterday : To the Speaker and Members of the Legislative Assembly of the Prov- ince of British Columbia in Seassion Assembled: The petition of the d residents of Rossland, in the district of West Kootenay, in the province of British Columbia, humbly sheweth: 1. The present population of Ross- land is estimated to be not less than 7,000 and is being rapidly augmented. Conservative estimates predict that the pepulation before the end of the present year will not be less than 20,- 000. Allthe land resided upon in Rossl: except the 1 town- site, known as lot 535, group 1, West Kootenay, is claimed by the Nelson & Fort Sheppard Railway company, undor crown grant, but the right of the said railway company to the lands situated eust, north and west of the original townsite is disputed by other claimants. In one case by the Paris Belle Gold Mining company, which asserts that, its mineral claim is ex- cepted out of the said crown grant, and at the present time the said mineral claim is built upon and oc- cupied by a large number of the resi- dents of Rossland. Some 320 acres lying north and northwest of the full pay as af d and the sur- render of the duplicate agreement.” 4, On account of the uncertainty of title, residents on the said disputed lands are afraid to build decent houses and have erected in place thereof emall cabins and shacks and the growth of the city is greatly re tarded and its appearance much de- tracted thereby. 5. The said Dundee, it is under- stood, will very shortly begin a suit or action in assertion of his title to the land covered by his pre-emption; meanwhile the actions brought against the occupunts of said pre-emp- tion by the railway company are be- ing yy said ts. It would appear. fa likely that one or two years may elapse before the courts of highest resort may finally decide as to the ownership of the lands in dispute; the value of the dis- puted land being estimated from a half million to one million dollare, 6. In the event of the occupants of this disputed land failing to carry on their law suits and a large number of additional writs be issued and judg- ment obtained thereupon, there will from 6,000 to 7,500.
