Crime Stoppers praised

EDMONTON (CP) — If a Crime Stoppers program

had existed in 1970, the man who raped her and left her
for dead might have been in jail and unable to attack her,
says a Florida woman who champions the crime-pre
venting program.
Sharon Komlas, who spoke this week at the Crime
Stoppers International annual conference, was shot in
1980. Her attacker than took her to his apartment, where
she was stabbed, raped and left for dead.

Komlas, blinded in the shooting, went through 2
divorce a year later but refused to succumb to bitterness.
After hearing about the Crime Stoppers program she
became one of its most vocal supporters.

“The important thing is to reach out and touch
someone who has also been a victim of crime, who can
come to terms with it, and to know we can do something
about crime,” she said.

“The reality of crime is that it can strike anyone,
anywhere, at anytime. It doesn't care who you are or
what you look like.

“I can't think of a better deterrent to crime than for
someone who's going to commit a crime knowing that the
eyes and ears of the community are out there because of
this anonymous tip line.”

Crime Stoppers involves intensive television, radio
and newspaper publicity of cases that might otherwise go
unsolved. Cash awards are offered to anonymous tipsters
whe pass information to police.

Komlas said. “Maybe he would have been off the streets
and never committed the crime against me.”

An evaluation of Crime Stoppers released by the U.S.
National Institute of Justice shows the program is an
effective way to solve unsolved crimes and increase
awareness of crime prevention.

From its start in New Mexico in 1976, Crime
Stoppers has grown to include 600 programs in the
United States, as well as others in Canada and New
Zealand, institute director James Stewart said.

Crime Stoppers International claims that 92,339
criminal cases have been solved and $562 million US in
drugs or stolen property recovered through the program.
Rewards have totalled more than $6.7 million US.

Some people contend the program violates civil
rights and may undermine the duty of citizens to report
crime without expecting a reward, the U.S. report says.
