In op- IT FEEDS HIS VANITY. For a man who has shown sucha lével head in business as to amass many millions, Andrew.Camegie, the star-spangled Scotchmsn, has an unhappy faculty of getting off on the wrong track in public questions. He has declared his sympathies to be with the Boers in the South -fri- ean war and with the Filipinos in their revolt against the United States. -He has shown his sympathy with the latter by spending $4000 on cabling the anti-annexation speech of Sena- tor Hoar tothe Filipino leaders, thus ging them to i their resistance to the American troops. Carnegie is thus not only eut of harmony with the country of his birth, but is a traitor to the country of his adoption. Andrew Carnegie is a curious character. He has practically re- tired from business and announced bis opinion that no man should die rich. He is acting on his belief by making lavish gifts of public-libra- ries to the great cities of Scotland and the United States. So far, good. But he takes away much of the merit of his-gifts by courting - publicity for them and by showing an exaggerated-opinion of the great- ness of Carnegie. Far trom follow- ing the scriptural injunction: ‘‘Let not thy left hand know what thy right hand doeth,” he takes pains that his beneficiaries shall be pro- elaimed to all the world and that the name of Carnegie shall be al- : ways identified with them. So well known is this failing that a small posing the sending of these contin- gents, the Quebec Catholics are ex- erting their influence against the enfranchisement of their fellow Catholics in South Africa. If they will but think of this, they may change their. attitude. WHO PAYS FOR THE WAR. Four years ago its revenue was $21,790,- ooo and expenditures $20,625,000. Salaries alone amounted to $6,000,- coo. In 1885 they were but $259,- ooo. The revenue of Norway, with fourteen times as many inhabitants, is less than that of the Transvaal. In the Orange Free State, with a population of $80,000, the revenue rose from $1,- 300,000 in 1895 to $4,500,000 in 1898. At least some of the cabinet in the. Transvaal receive larger sal- aries than inembers of the cabinet in Canada. It is. certainly not true to refer to the two republics in South Africa as poor financially| beyond the average of indspendent states.”” This -increased revenue has been drawn from the gold and town near P its mame to Carnegie and then asked the: steel’ king for a benefaction in gnition of the ii and gor it. Vanity is Carnegie’s weak point, and he can best feed his vanity by being peculiar in his actions and opinions. The practical results of these actions are generally good and, even it a millionaire's vanity is incidentally gratified, nobody will complain. But when Mr. Carnegie’s desire to attract attention by the pe- culiacity of his opinions leads him to express sympathy with a corrupt eligarchy in South Africa, which has encouraged British subjects to invest their money only to be taxed, op pressed and treated as outcasts; and with.a band of assassins in Luzon which has sought to .cement a simi- lar oligarchy with blood, by means of repeated plots for the massacre of every white man in the island; then he becomes an object of reproba- tion in both his native and his ad- opted country.
