CASTLEGAR NEWS, Thursday, Jan. 30, 1964 CASTLEGAR NEWS “Here let the press the people's rights Ez. hliiel- A, unawed by Hand by gain” Village Mill Rate Cut Came at Good Time|.gee The surprise mill rate cut in Castle- gar from 15 to 13 mills was good news. Usually such news is reserved for the night of adoption of a set budget some- time in April, but in a committee meet- ing following their regular meeting last week, issi decided the good news at the time of adoption of the provisional budget. : There are those who will be quick to point out that it is a lot easier to take taxes off then it is to put them on and that a relatively new council might have acted too quickly. However, that is a } 4 and Forty-Sevén judgement that can only. be made with any degree of accuracy sometime in the future. s Right now let’s be happy about the prospect of lower municipal taxes. ‘With increased school taxes inevitable as a result of the passage of the junior sec- ondary school building bylaw in Decem- ber and the connection charges, frontage tax and monthly user rate that will be assessed as a result of passage of the sewerage bylaw at the same time, the municipal mill rate cut is very welcome news indeed. The. treaty throughout the years has had ‘a long, hard path and External Affairs Minister Martin and Premier Ben- nett deserve the plaudits which have been directed their way. : However, it was somehow opportune and historically right that the man who repr d British Columbia at the sign- ing of the protocol in Washington was the Hon. While federal governments and their representatives such as Mr. Fulton and Mr. Green and such top echelon officials as the former joint chairman of the international joint commission, Gen, A. G. Leadership is not like a cheerful disposition, natural skat- ing ability or a ready wit. Leadership re- quires hard work, responsibility and a determination for achievement. Every activity, every sport, requires and responds to leadership. The’ greater the quality of ladership, the better. It could well be that with ice hockey’ there are even greater demands and values to effective leadership. While ice hockey is lots of fun, the greatest of sports, it is ‘exacting in that hockey requires much planning ‘and constant checking as well + as solving the money problem. While the costs of -hockey can be held inside a budget, ice hockey is faced with greater expense than most sports. Ice time and additional travel are greater for the organized team. There are always sticks, skates, goalie gear as well ag pro- tective equipment and uniforms. The cost and problem of rink rental enter into most teams’ problems, The straight organizational aspects are demanding of leadership. The usual things familiar to all sports of practice time, coaching, equipment care, games and tournaments have the additional Don’t Worry About A story currently going the rounds tells of a smart young man in the mail room of a large U.S. plant: who was named to take up a collection to buy a gift for one of the bosses who was about to get mar- tied. After extracting the usual quarter from each of the 2,000 employees in the plant he had $500 which he used to buy 2,000 packs of cigarettes, the kind with a coupon on the back. : . Next, he traded in the coupons for a silver coffee service, and this became the wedding gift. He then presented each of his 2,000 contributors with a pack e* cigarettes.
